1.0  On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created.

 

1.1   The Public Service Commission invites applications from suitably qualified and duly appointed and confirmed staff of the Affected Agencies to fill vacant posts existing in the newly created structures.  Applications should be filled ON-LINE and submitted not later than Wednesday 18th September 2024 before midnight. 1.2   Mandatory Instructions to Applicants: -

 

a)     Apply ON-LINE.

b)     Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.

c)      Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)     An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice” or “second choice” against the post applied for.

ii)         Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii)        If you already have an account; simply click on your right and update your profile

iv)        Click a Job from the list of advertised jobs in the menu.

v)         View the Job Details and Click ‘Apply now’

vi)        Review your application and SUBMIT.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Meteorology; or Atmospheric Science plus a Masters Degree in Meteorology; or Atmospheric Sciences from a recognized University/Institution. OR An Honours Bachelor’s Degree in Physics; or Mathematics; or Statistics; or Hydrology; or Computer Science; or Agriculture from a recognized University/Institution. Applicants should possess a Masters Degree and a Post Graduate Diploma in Meteorology from a recognized University/Institution.
Working Experience
Applicants should have a minimum of at least twelve (12) years relevant working experience in the field of meteorology, three (3) of which should have been served at the level of Assistant Commissioner in Government or reputable organization
Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-

- Planning for and guiding implementation of meteorological function, WMO instruments, Conventions, protocols and MoUs with stakeholders at various levels of governance; 

- Managing the timely delivery of meteorological services and products to the users at national, regional and international levels in line with existing standards, policies and legal frameworks;

- Submitting mandatory reports to WMO (WMO Basic Documents No. 1 (Conventions, General Regulations, Staff Regulations, and Financial Regulations; and WMO No. 15 Appointing a Permanent Representative (PR) of Uganda to WMO);

- Tendering technical advice and intelligence to Government on matters of meteorology that are of strategic importance to national development, in a timely and expeditious manner;

- Coordinating conformity to delivery of quality meteorological services and products with a high Degree of responsiveness to client needs; and

- Supervising and appraising staff

- Any other duties as may be assigned from time to time.
