1.0 On 22nd February 2021, Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies, Commissions, Authorities,and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision, several Government Agencies were merged, mainstreamed and new structures created.
1.1 The Public Service Commission invites applications from only suitably qualified, duly appointed and confirmed staff of the six (6) Rapex affected former Agencies to fill vacant posts existing in the newly created structures. The former Agencies whose Staff are eligible to apply are as follows:
· Former National Councils for Youth, Women, Older Persons and Persons with Disabilities
· Former NGO Bureau
· Former Uganda National Meteorological Authority
· Former National Children Authority
· Former Uganda Trypanosomiasis Control Council
· Former Uganda Warehouse Receipt System.

1.2 Mandatory Instructions to Applicants: -
a) Apply ON-LINE.
b) Scan and submit on-line relevant documents namely: (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion).
c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.
d) Eligibility: only staff of the former six (6) Agencies affected by RAPEX as indicated in 1.1 above and on Page 3 of PSC Internal Advert No. 5/2024 (FOR ONLY STAFF AFFECTED BY RAPEX)- PHASE 3 shall be considered.
e) An applicant is allowed to apply for a maximum of two posts of their choice for which they qualify in any of the Ministries indicated in the Advert, clearly indicating the words “first choice” or “second choice” against the post applied for.

- Coordinating development and establishment of guidelines for research, planning and data management at the Secretariat in order to guide programme development for the Youth;
- Providing technical support and guidance to the Districts and lower Local Government Councils in management of programmes and activities for the Youth;
- Developing advocacy mechanisms to support initiatives and activities for the development of the Youth;
- Providing technical support in reviewing of policies and guidelines for the implementation of programmes and activities for the Youth;
- Developing practices, programmes and activities for participation of the Youth in overall economic development strategies;
- Writing and reviewing funding proposals and organising fundraising programmes and drives to support programmes and activities of the Youth;
- Networking with stakeholders for the achievement of development objectives of the Youth;
- Managing performance of staff in the Division;
- Any other duties as may be assigned from time to time.
