PUBLIC SERVICE COMMISSION
1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created.
1.1 The Public Service Commission invites applications from suitably qualified and duly appointed and confirmed staff of the former Uganda National Roads Authority (UNRA) and former Uganda Road Fund (URF) to fill vacant posts existing in the newly created structures. Applications should be filled ON-LINE and submitted not later than Friday 10th January 2025 before midnight. 1.2 Mandatory Instructions to Applicants: -
a) Apply ON-LINE.
b) Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.
c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.
d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice”, and “second choice” against the designation of the post applied for. The order of choices and preference shall be considered in case one is successful for more than one position.
e) The advertised positions have been clearly separated showing vacant positions for URF, UNRA and Common Cadre positions for both former Institutions. The separation has been indicated at the beginning of each category of positions as well as under the provision of eligibility for each post being advertised. Candidates are advised to take note of the provisions mentioned above to avoid applying for wrong positions.
1.3 Application Process

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards
iii) If you already have an account; simply click on your right and update your profile
iv) Click a Job from the list of advertised jobs in the menu.
v) View the Job Details and Click ‘Apply now’
vi) Review your application and SUBMIT.
1.4 Please Note: -
a) Only applications on-line will be considered.
b) Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered
c) Only shortlisted candidates will be contacted.
d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.
e) Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.
f) The Public Service Commission will carry out verification of all academic and appointment documents to confirm their authenticity. Any applicant established to have submitted a forged document(s) shall be charged in accordance with the laws of Uganda and removed from the Public Service.

- Managing budget allocated for land acquisition and related activities, ensuring cost-effective use of resources;
- Assessing suitability of land for the intended construction or rehabilitation projects;
- Preparing evaluation reports and strip map/cadastral layout based on the final Engineering designs;
- Developing a system for the acquisition of the necessary land for construction and rehabilitation projects;
- Reviewing and updating the Resettlement Action Plans (RAPs);
- Monitoring for compliance with all relevant laws, physical planning, survey and mapping, Government valuation standards, regulations, and policies and obtaining necessary permits and approvals;
- Developing a system of conducting due diligence in order to verify the land ownership, as well as any potential legal or social-environmental issues that may affect the projects;
- Implementing processes leading to gazetting of road corridors, payment of compensation to PAPs, and expropriating of land in line with set standards procedures, and laws;
- Collaborating with key appraisers so as to assess the fair market value of the land and negotiating fair terms with landowners/project-affected persons or determining compensation in cash or kind for acquired land;
- Processing and issuing vacation and demolition notices, taking over the compensated properties, and clearing the right of way;
- Developing and implementing a system to maintain accurate records of land transactions, agreements, and ownership details;
- Communicating with various stakeholders, including landowners, local communities, funders, Government Agencies, project managers, and legal representatives so as to ensure smooth and collaborative land acquisition and management processes;
- Establishing grievance/complaints management frameworks and managing systematic reduction in grievances and complaints about Land Acquisition;
- Identifying potential risks related to land acquisition, involuntary resettlement, and land usage, and developing strategies to mitigate them;
- Collaborating with relevant Authorities and processing land documents; and returning residual land titles to registered proprietors.
- Collaborating with social-environmental experts so as to assess and minimize the social and environmental impact of land use in construction and rehabilitation projects, and the impact on vulnerable project-affected persons;
- Any other duties as may be assigned from time to time.
