1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created. 

 

1.1 The Public Service Commission invites applications from suitably qualified and duly appointed and confirmed staff of the former Uganda National Roads Authority (UNRA) and former Uganda Road Fund (URF) to fill vacant posts existing in the newly created structures.  Applications should be filled ON-LINE and submitted not later than Friday 10th January 2025 before midnight. 1.2 Mandatory Instructions to Applicants: -

 

a) Apply ON-LINE.

b) Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.

c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice”, and “second choice” against the designation of the post applied for. The order of choices and preference shall be considered in case one is successful for more than one position.

e) The advertised positions have been clearly separated showing vacant positions for URF, UNRA and Common Cadre positions for both former Institutions. The separation has been indicated at the beginning of each category of positions as well as under the provision of eligibility for each post being advertised. Candidates are advised to take note of the provisions mentioned above to avoid applying for wrong positions.

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii) If you already have an account; simply click on your right and update your profile

iv) Click a Job from the list of advertised jobs in the menu.

v) View the Job Details and Click ‘Apply now’

vi) Review your application and SUBMIT.

 

1.4 Please Note: -

 

a) Only applications on-line will be considered.

b) Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered

c) Only shortlisted candidates will be contacted.  

d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.

e) Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Land Surveying and Geomatics; or Land surveying and Geo-Spatial Science; or Land Surveying and Information Systems from a recognized University or Institution
Working Experience
Applicants should have a minimum of three (3) years working experience at Staff Surveyor level in Government or equivalent level of experience from a reputable organization
Duties
The incumbent will be responsible to the Principal Land Officer (Land Acquisition) for performing the following duties:-

 

- Working closely with Project Managers, Engineers, and other stakeholders to plan and coordinate surveying activities within the project timelines and budgets; 

- Monitoring project costs related to surveying activities and ensuring that the projects remain within the allocated budgets;

- Planning, conducting, and supervising cadastral and boundary surveys, Geodetic Surveys, and aligning surveys to collect crucial data and information that is essential for construction and resettlement action planning and land acquisition by the Ministry;

- Surveying, plotting, setting out, and mutating all the land in the Right of Way and obtaining the necessary approvals for the transfer of titles and residual land titles;

- Establishing and updating Geographical Information Systems (GIS) database on Project Affected Persons (PAPs) along all National road corridors and any other assets acquired under the Ministry;

- Marking the location of road reserve limits and road centerlines so as to guide construction activities and ensuring that the works align with the designs;

- Managing grievances and complaints in accordance with the Grievance and Appeals Management Framework;

- Regularly monitoring construction activities in order to ensure adherence to relevant laws, permits, and Social-environmental regulations. 

- After land acquisition is completed, preparing strip maps and cadastral layouts in order to provide accurate data for project documentation and future reference;

- Maintaining accurate records of land parcels acquired and uploading survey and cadastral data on the GIS system;

- Identifying potential risks and challenges and developing strategies to mitigate them;

- Acting as a liaison between the construction teams, project managers, regulatory Agencies, and the public, addressing concerns, resolving issues, and providing progress reports as needed;

- Offering expert witness testimony and land survey expertise in legal proceedings, such as property disputes, eminent domain cases, or challenges to involuntary resettlement;

- Managing performance and developing supervisees in line with the performance management system;

- Any other duties as may be assigned from time to time.
