1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created. 

 

1.1 The Public Service Commission invites applications from suitably qualified and duly appointed and confirmed staff of the former Uganda National Roads Authority (UNRA) and former Uganda Road Fund (URF) to fill vacant posts existing in the newly created structures.  Applications should be filled ON-LINE and submitted not later than Friday 10th January 2025 before midnight. 1.2 Mandatory Instructions to Applicants: -

 

a) Apply ON-LINE.

b) Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.

c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice”, and “second choice” against the designation of the post applied for. The order of choices and preference shall be considered in case one is successful for more than one position.

e) The advertised positions have been clearly separated showing vacant positions for URF, UNRA and Common Cadre positions for both former Institutions. The separation has been indicated at the beginning of each category of positions as well as under the provision of eligibility for each post being advertised. Candidates are advised to take note of the provisions mentioned above to avoid applying for wrong positions.

 

1.3 Application Process

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii) If you already have an account; simply click on your right and update your profile

iv) Click a Job from the list of advertised jobs in the menu.

v) View the Job Details and Click ‘Apply now’

vi) Review your application and SUBMIT.

 

1.4 Please Note: -

 

a) Only applications on-line will be considered.

b) Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered

c) Only shortlisted candidates will be contacted.  

d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.

e) Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.

f) The Public Service Commission will carry out verification of all academic and appointment documents to confirm their authenticity. Any applicant established to have submitted a forged document(s) shall be charged in accordance with the laws of Uganda and removed from the Public Service.

Minimum Qualification
EITHER Applicants should be Ugandans holding an Honours Bachelor’s Degree in Finance and Accounting; or Business Administration (Accounting option); or Commerce (Accounting option) plus a Masters Degree in Financial Management; or Accountancy; or Business Administration (Accounting option); or a Management related field from a recognized University/Institution and Applicants should be registered as Members of the Institute of Chartered Public Accountants of Uganda (ICPAU). OR Chartered Accountant (Holder of full professional qualification in Accountancy) obtained from a recognized University/Institution/ body accredited by the Institute of Chartered Public Accountants of Uganda plus a Masters Degree in Financial Management; or Accountancy; or Business Administration; or a related field from a recognized University/Institution. Applicants should be registered as Members of the Institute of Chartered Public Accountants of Uganda (ICPAU).
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Senior Accountant in Government or from a reputable organization
Duties
The incumbent will be responsible to the Assistant Commissioner Accounts for performing the following duties:-

 

- Coordinating preparation of Work plans, budget process, consolidating and facilitating budget execution;

- Supervising timely preparation of routine and periodic financial statements and reports, reviewing and approving correctness of the statements;

- Verifying and approving micro procurement requisitions and advising Accounting Officer on transactions of higher thresholds;

- Reviewing responses and advising on oversight issues, including audit queries relating to financial management and accountability;

- Supervising accounts operations, monitoring and evaluating staff;

- Ensuring up-to-date books of accounts, financial records and, assets register are properly maintained;

- Providing technical advice and guidance on financial management matters to ensure compliance;

- Developing sound internal financial management control system and mechanism for monitoring to ensure compliance with regulations and efficient and effective management of financial resources;

- Ensuring value for money compliance, verifying and approving payment prior to authorization;

- Any other duties as may be assigned from time to time
