1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalisation of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created. 

 

1.1 The Public Service Commission invites applications from suitably qualified and duly appointed and confirmed staff of the former Uganda National Roads Authority (UNRA) and former Uganda Road Fund (URF) to fill vacant posts existing in the newly created structures.  Applications should be filled ON-LINE and submitted not later than Friday 10th January 2025 before midnight. 1.2 Mandatory Instructions to Applicants: -

 

a) Apply ON-LINE.

b) Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.

c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice”, and “second choice” against the designation of the post applied for. The order of choices and preference shall be considered in case one is successful for more than one position.

e) The advertised positions have been clearly separated showing vacant positions for URF, UNRA and Common Cadre positions for both former Institutions. The separation has been indicated at the beginning of each category of positions as well as under the provision of eligibility for each post being advertised. Candidates are advised to take note of the provisions mentioned above to avoid applying for wrong positions.

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii) If you already have an account; simply click on your right and update your profile

iv) Click a Job from the list of advertised jobs in the menu.

v) View the Job Details and Click ‘Apply now’

vi) Review your application and SUBMIT.

 

1.4 Please Note: -

 

a) Only applications on-line will be considered.

b) Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered

c) Only shortlisted candidates will be contacted.  

d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.

e) Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.

f) The Public Service Commission will carry out verification of all academic and appointment documents to confirm their authenticity. Any applicant established to have submitted a forged document(s) shall be charged in accordance with the laws of Uganda and removed from the Public Service.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Risk Management; or Business Administration; or Finance; or Economics; or Development Economics; or Quantitative Economics; or Statistics; or Monitoring and Evaluation Studies; or Population Studies; or Business Statistics; or Actuarial Science from a recognized University/institution. A professional certification (such as; Certified Risk Manager, FRM) will be added advantage.
Working Experience
Applicants should have a minimum three (3) years working experience in risk management in Government or equivalent level of experience from a reputable organization
Duties
The incumbent will be responsible to the Commissioner, Statistics, Monitoring and Evaluation for performing the following duties:-

 

- Conducting regular risk assessments of ongoing and upcoming projects, operations, and activities within the Ministry;

- Identifying and evaluating potential risks (financial, operational, regulatory, environmental, etc.) affecting the Ministry’s strategic goals and day-to-day activities;

- Developing and maintaining a risk register for tracking identified risks, risk mitigation strategies, and progress over time;

- Designing, recommending, and implementing risk mitigation strategies to address identified risks, ensuring that they are in line with the Ministry's risk appetite;

- Developing and enforcing policies and procedures that reduce exposure to significant risks and enhance the Ministry’s operational resilience;

- Monitoring the effectiveness of risk control measures and making adjustments as necessary;

- Preparing and presenting regular reports on risk management activities, including risk assessments, mitigation plans, and incident tracking, to senior management and relevant stakeholders;

- Developing and maintaining contingency plans for crisis management, ensuring the Ministry is prepared for any unforeseen events or emergencies;

- Ensuring compliance with all relevant regulations, policies, and standards related to risk management;

- Developing and conducting training programs to enhance the Ministry’s capacity for managing risks effectively;

- Advising management and staff on risk management issues and provide guidance on mitigating risks in specific projects;

- Any other duties as may be assigned from time to time.
