PUBLIC SERVICE COMMISSION
1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalization of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created. Arising out of the above changes, a number of vacancies were declared for filling.
1.1 The Public Service Commission therefore invites applications from suitably qualified and duly appointed and confirmed staff of ONLY the following affected former Agencies listed below to fill vacant posts existing in the newly created structures.
· Dairy Development Authority (DDA)
· Cotton Development Organization (CDO)
· Uganda Coffee Development Authority (UCDA)
· National Agricultural Advisory Services (NAADS) and
· National Secretariat for Special Interest Groups
Applications should be filled ON-LINE and submitted not later than Wednesday 5th February, 2025 before midnight. The link to the e- recruitment system can be accessed and viewed at https://vacancies.psc.go.ug
1.2 Mandatory Instructions to Applicants: -
a) Apply ON-LINE.
b) Scan and submit relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degree and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion) on-line.
c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.
d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice” or “second choice” against the designation of the post applied for.
1.3 Application Process

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards
iii) If you already have an account; simply click on your right and update your profile
iv) Click a Job from the list of advertised jobs in the menu.
v) View the Job Details and Click ‘Apply now’
vi) Review your application and SUBMIT.
1.4 Please Note: -
a) Only applications on-line will be considered.
b) Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered
c) Only shortlisted candidates will be contacted.
d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.
e) Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.
f) The Public Service Commission shall carry out verification of all academic and appointment documents of all successful candidates to confirm their authenticity. Any applicant established to have submitted a forged document(s) shall be charged in accordance with the laws of Uganda and also removed from the Public Service.

- Formulating, reviewing and implementing policies, legislation, standards, plans and strategies on coffee production and marketing, post-harvest handling and value addition;
- Coordinating formulation, development and implementation of quality assurance plans, programmes and strategies for enhanced production and productivity of coffee in the identified and mapped production regions;
- Advocating, facilitating and supporting the provision of improved farm inputs to farming communities and value chain actors for coffee;
- Establishing and operationalizing collaborative mechanisms and networks with the research organizations and other key stakeholders in the coffee value chain development;
- Implementing monitoring, evaluation, harmonization and reporting on national programs and projects for the sustainable development of coffee;
- Establishing and ensuring efficiency and effectiveness in the management and operations analytical and quality control laboratories for the coffee industry;
- Establishment of mechanisms for the classification and Certification of coffee products in line with the standards and other requirements for the national, regional and international markets;
- Coordinating the conduct of regulatory and quality assurance risk analysis for coffee products for the established and potential regional and international commodity markets;
- Planning, budgeting and reporting on the performance of the coffee industry;
- Supervising, mentoring and appraising staff of the Department;
- Any other duties as may be assigned from time to time.
