1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2012) approved the recommendations for the Rationalization of Government Agencies; Commissions; Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged; mainstreamed and new structures created. Arising out of the above changes, a number of vacancies were declared for filling.

 

1.1 The Public Service Commission therefore invites applications from suitably qualified and duly appointed and confirmed staff of ONLY the following affected former Agencies listed below to fill vacant posts existing in the newly created structures. 

 

·     Dairy Development Authority (DDA)

·     Cotton Development Organization (CDO)

·     Uganda Coffee Development Authority (UCDA)

·     National Agricultural Advisory Services (NAADS) and

·     National Secretariat for Special Interest Groups

1.2  Mandatory Instructions to Applicants: -

1.4  Please Note: -

 

a)   Only applications on-line will be considered.

b)     Only applicants duly appointed by the Boards of the affected Agencies and are on the June 2024 payroll will be considered

c)     Only shortlisted candidates will be contacted. 

d)     Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate Academic Qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.

e)     Short listed Applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date of Oral Interviews; where applicable.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Food Science and Technology; or Food Processing Technology; or Chemistry; or Biochemistry; or Biological Sciences; or Chemical Engineering; or any other relevant Bachelor’s Degree in any of the above fields plus a Masters Degree in any of the above fields from a recognized University or Institution
Working Experience
A Post Graduate Diploma in Management and/Administration will be an added advantage Applicants should have a minimum of nine (9) years relevant working experience in the field of coffee quality assurance and value addition, three (3) of which should have been served at Principal Officer level in Government or equivalent level of experience from a reputable organization
Duties
The incumbent will be responsible to the Commissioner, Coffee Development for performing the following duties:-

- Initiating and providing technical leadership and guidance in the formulation, review, development and implementation of policies, legislation, regulations, standards, strategies and plans for coffee quality assurance and value addition; 

- Developing and reviewing policies, strategies and projects for the improvement of coffee quality at all stages of the value chain;

- Providing technical leadership and guidance in setting quality standards and supervising quality audits to ensure that coffee production is maintained in conformity with the set standards;

- Monitoring and enforcing adherence to seed registration and certification regulations and standards as prescribed by the National Seed Board;

- Registering, certifying and maintaining an updated register of seed breeders and foundation seed production and distribution establishments as approved by the Variety Release Committee; 

- Coordinating and supervising the implementation of regulations on seed quality control and certification of both formal and informal seed production activities;

- Advocating for the establishment and maintenance of up-to date coffee analytical laboratories, data banks and information management systems;

- Establishing and strengthening frameworks for collaboration with national regional and international organizations on technology generation and standard setting, regulation and certification of coffee products;

- Providing technical leadership, guidance and monitoring the implementation of coffee quality characterization / profiling program, and ensure that quality data is collected according to locations or micro-climates;

- Preparing and presenting work plans, budgets, procurement plans and performance reports to relevant authorities; 

- Supervising, coaching and evaluating performance of the staff of the Division;

- Any other duties as may be assigned from time to time.
