ADDENDUM TO PSC INTERNAL ADVERT NO.1/2025 (FOR ONLY STAFF OF THE FORMER UNRA AND URF)
1.0 The Secretary, Public Service Commission would like to inform all staff of the former Uganda National Roads Authority (UNRA) and Uganda Road Fund (URF) that PSC Internal Advert No. 1/2025 (FOR ONLY STAFF OF THE FORMER UNRA AND URF) which was published in the New Vision Newspaper of Monday 6th January 2025 with a closing date of 10th January 2025 has been reviewed arising out of additional submissions and consultations with the key stakeholders, namely:
a) Head of Public Service and Secretary to Cabinet
b) Ministry of Works and Transport
c) Ministry of Public Service
d) Management of former UNRA, URF and other key stakeholders.
1.1 A number of changes have therefore been effected in PSC Internal Advert No. 1/2025 (FOR ONLY STAFF OF THE FORMER UNRA AND URF). The changes include,
a) review and re-alignment of functional areas, Structure and Staff Establishment, Job Descriptions and Person Specifications
b) withdraw of some positions, and
c) inclusion of new positions previously not included in the Advert.
1.2 In view of the above, the following are the revised guidelines regarding this ADDENDUM arising from the changes mentioned above;
a) A detailed list of all vacant posts being advertised for filling as Annex 1 which appears at the beginning of the advert.
b) All applicants who had already submitted applications for positions that have been affected by the changes mentioned above, are required to apply afresh for a maximum of two (2) positions of their choice in line with the guidelines and the posts listed in Annex 1
1.3 For avoidance of doubt, it should be noted that the changes mentioned above only affected technical positions but did not affect the common cadre positions. Officers who had applied for common cadre positions are therefore hereby informed that they do not need to re-apply because their applications are still valid and shall be considered. Positions in this category are listed in Annex 11.
a) The former staff of UNRA and URF are hereby advised to carefully scrutinize the Addendum, the detailed summary of the affected positions as indicated in Annex 1 and also uploaded on the PSC website, https://vacancies.psc.go.ug before re-applying for other posts.
b) All staff of former UNRA and URF who had responded to PSC Internal Advert No. 1/ 2025 (FOR ONLY STAFF OF THE FORMER UNRA AND URF), specifically those who had applied for technical positions stated in the Addendum are required to apply afresh.
c) An Addendum to PSC Internal Advert No. 1/2025 [RAPEX Advert 4/2025] (FOR ONLY STAFF OF THE FORMER UNRA AND URF) is hereby released.
1.4 The deadline for submission of applications in respect to the Addendum is Monday 24th February, 2025 before midnight.
1.5 Mandatory Instructions to Applicants: -
a) Apply ON-LINE.
b) Scan and submit on-line relevant documents namely; (‘O’ and A’ Level Certificates; Bachelor’s Degrees and Post Graduate academic qualifications; Transcripts and Certificates; Professional qualifications documents; copies of letters of appointment; confirmation and promotion).
c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.
d) An applicant is allowed to apply for a maximum of two posts; clearly indicating the words “first choice”, and “second choice” against the designation of the post applied for. The order of choices and preference shall be considered in case one is successful for more than one position.
1.6 Application Process
i) Visit the website https://vacancies.psc.go.ug
ii) Click on ‘register as a new user’ to create your account and complete your profile, starting with the bio data moving downwards
iii) If you already have an account; simply click on your right and update your profile
iv) Click a Job from the list of advertised jobs in the menu.
v) View the Job Details and Click ‘Apply now’
vi) Review your application and SUBMIT.
1.7 Please Note: -
a) Only on-line applications will be considered.
b) Only applicants duly appointed by the Boards of the affected Agencies and were on the June 2024 payroll will be considered
c) Only shortlisted candidates will be contacted.
d) Shortlisted candidates shall be required to bring along with them their original certificates of ‘O’ and ‘A’ level; Bachelor’s Degrees and Post Graduate academic qualifications; Transcripts and Certificates; letters of employment; National Identity Cards during the Oral Interviews.
e) Short listed applicants should ensure that their Staff Performance Appraisal Forms for the last three (3) Financial Years 2021/2022; 2022/2023; 2023/2024 are submitted to the Commission before the date for Oral Interviews; where applicable.
f) The Public Service Commission will carry out verification of all academic and appointment documents in order to confirm their authenticity. Any applicant established to have submitted forged document(s) shall be charged in accordance with the laws of Uganda and he/she shall be removed from the Public Service.

1.9 Any inconveniences caused as a result of the changes leading to issuance of this Addendum are highly regrettable.
- Conducting detailed hydrological studies in order to assess water flow, rainfall patterns, flood risks, and sediment transport relevant to bridge locations;
- Analyzing historical and real-time hydrological data so as to evaluate river and stream flow characteristics, as well as precipitation of events and water catchment areas.
- Providing hydrological data and analysis to support the design of bridges, ensuring that designs account for expected water levels, flood frequency, and potential water-induced forces;
- Conducting evaluation of waterway clearance, foundation depth, and other factors that impact bridge stability and safety under various hydrological conditions;
- Reviewing and evaluating designs for adherence to National standards and International best practices for flood resilience, erosion control, and environmental sustainability;
- Evaluating flood risk at bridge sites and recommend mitigation measures, such as floodplain mapping, levee construction, and bridge elevation adjustments.
- Performing flood modelling and simulations in order to assess the impact of different flood scenarios on bridge structures and surrounding areas.
- Liaising with Civil Engineers, Environmental specialists, and Urban Planners to develop integrated flood management strategies;
- Developing and calibrating hydrological models so as to forecast water behaviour during extreme weather events and understanding long-term water trends in the Region.
- Conducting site visits to evaluate the existing hydrological conditions of bridge sites, such as riverbed erosion, channel morphology, and flood plane characteristics.
- Collecting and validating field data on streamflow, rainfall, and other hydrological parameters to support ongoing projects.
- Monitoring performance of bridges during high-flow conditions, including evaluating the impact of seasonal flooding and ensuring that bridges remain structurally sound.
- Preparing technical reports, hydrological assessments, and design recommendations for inclusion in bridge feasibility studies, project plans, and environmental impact assessments;
- Any other duties as may be assigned from time to time.
