1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

iii)      If you already have an account, simply click on your right and update your profile

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Fisheries; or Zoology; or Aquatic Biology plus a Master of Science Degree in any of the above fields from a recognized University/Institution. A Post Graduate qualification in Management, or Administration will be an added advantage.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience in handling Fisheries Management issues, three (3) of which should have been served at the level of Principal Officer in Government.
Duties
The incumbent will be responsible to the Commissioner, Fisheries Resource Management for performing the following duties:-

-        Initiating and implementing policies, standards, plans and strategies for sustainable exploitation of natural fisheries resources in the country;

-        Identifying and disseminating relevant extension materials on fish production, management and marketing in liaison with other extension Institutions in the fisheries industry;

-        Monitoring and evaluating production and productivity of natural fisheries resources;

-        Developing plans and programmes for restocking lakes and rivers with appropriate fish species and breeds;

-        Providing technical support and guidance to co management structures   on monitoring, control and surveillance activities;

-        Conducting periodic catch assessment and surveys and collecting data on trade in natural fish resources;

-        Controlling hazardous aquatic weeds on affected water bodies;

-        Providing guidance on the use of appropriate fish harvesting technologies and gears;

-        Building capacity of service providers at all levels for fisheries management and development;

-        Identifying and providing guidance on management of fish breeding and nursery areas;

-        Supporting transfer of improved and appropriate fish production and technologies to service providers, processors, traders and consumers;

-        Strengthening collaboration with National, Regional and International fisheries research Institutions and organizations to ensure sustainable development of the Fisheries Sub Sector;

-        Any other duties that may be assigned from time to time.
