PUBLIC SERVICE COMMISSION

 

1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

ii)        Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

e)       The Public Service Commission will carry out verification of all academic and employment documents to confirm their authenticity. Any applicant established to have submitted forged document(s) shall be charged in accordance with the laws of Uganda and he/she removed from the Public Service.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Public Policy; or Social Sciences majoring in the following subjects: Sociology, Social Administration, Economics, Political Science and Public Administration; with a Paper in Policy Analysis and Planning; or an Honours Bachelor of Science Degree in Economics; or Quantitative Economics; or Economics and Statistics; or Statistics from a recognized University /Institution. Applicants should have a Masters Degree in Public Policy; or Economic Policy and Planning; or Economic Policy Management from a recognized University / Institution.
Working Experience
Applicants should have a minimum of twelve (12) years relevant working experience, three (3) of which should have been served at the level of Assistant Commissioner, Policy Analysis in Government.
Duties
The incumbent will be responsible to the for performing the following duties:-

-        Tracking existing and new public policies for consistency, coherence and harmony;

-        Providing relevant policy guidance to Senior and Top Management in the Public Service;

-        Recommending and ensuring that International best practices in policy development are Institutionalized in Government;

-        Providing guidance in the establishment of Policy Analysis Units and professional development of Policy Analysts in accordance with the Public Service Training Policy;

-        Providing technical guidance on Government policy research initiatives;

-        Supporting establishment of policy forums amongst Policy Analysis practitioners and recommending guidelines for effective functioning of Policy Analysis Units in Government Institutions;

-        Providing technical guidance in regard to policy advocacy, sensitization and education of stakeholders;

-        Providing regular reporting by line Ministries on the status of implementation of Cabinet decisions;

 

-        Any other duties that may be assigned from time to time
