PUBLIC SERVICE COMMISSION

 

1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics; or Transport Economics; or Business Administration; or Social Sciences; or Law; or Arts; or Public Administration; or Statistics; or Engineering; or Transport and Logistics; or Aviation Management; or Computer Science; or Information Technology plus a Masters Degree in Transport Management; or Transport Economics; or Law; or Engineering; or Business Administration; or Aviation Management from a recognized University / Institution Applicants must be registered with the Uganda Engineers Registration Board in case of Engineers Membership of The Chartered Institute of Logistics and Transport (CILT) or other internationally recognized professional body in the area of Transport Management will be added advantage
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience in the Air Transport Sector, three (3) of which should have been served at Principal level in Government.
Duties
The incumbent will be responsible to the Commissioner, Transport Regulation and Safety for performing the following duties:-

-        Initiating the development and review of policies and strategies intended to promote safety, security and efficiency of air transport;

-        Participating in the formulation and review of air transport legislation;

-        Assisting in the coordination of Regional and International Civil Aviation Programmes in collaboration with the International Civil Aviation Organization (ICAO), the African Civil Aviation Commission (AFCAC), the International Air Transport Association (IATA), the Common Market for Eastern and Southern Africa (COMESA), the African Union (AU) and the East African Community (EAC);

-        Coordinating the negotiation, review and signing of Air Services Agreements (ASAs) on behalf of the Aeronautical Authority;

-        Supporting the Aircraft Accident and Incident Investigation Unit (AAIIU) as well as following up the implementation of safety recommendations;

-        In conjunction with the Maritime Department, coordinating Search and Rescue programs/activities;

-        Initiating ratification of ASAs, Regional and International Civil Aviation agreements/conventions;

-        Monitoring enforcement of laws and regulations in the air transport industry;

-        Appraising staff performance; Supervise and appraise staff of the division; and

-        Managing assets of the Division.

 

-        Any other duties that may be assigned from time to time.
