PUBLIC SERVICE COMMISSION

 

1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics; or Transport Economic; or Business Administration; or Development Studies; or Education; or Social Sciences; or Law; or Arts; or Public Administration; or Statistics; or Engineering; or Transport and Logistics; or Computer Science; or Information Technology plus a Masters Degree in Transport Management; or Economics Transport Economics and Logistics Management; or Law; or Public Administration; or Engineering; or Business Administration from a recognized University / Institution Registration with the Uganda Engineers Registration Board is a MUST for Engineers. Membership of The Chartered Institute of Logistics and Transport (CILT) or other internationally recognized professional body in the area of Transport Management will an added advantage.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal level in Government.
Duties
The incumbent will be responsible to the Commissioner, Transport Regulation and Safety for performing the following duties:-

-        Participating in the initiation and formulation of road transport policies, strategies, laws, regulations, guidelines, standards and programs;

-        Coordinating the Road Crash Data System;

-        Coordinating road safety research, road accident investigations, road safety audits and road safety awareness, training and compliance programmes;

-        Coordinating the training and testing of drivers and instructors and regulation of driving schools;

-        Coordinating the Transport and Safety Committees at the Country level;

-        Coordinating joint compliance enforcement operations;

-        Coordinating of motor vehicle inspections services;

-        Assisting in Coordination of the organization and licensing of Public Service vehicles, Private Omnibuses and goods vehicles, and operations of Motor vehicle repair facilities;

-        Assisting to coordinate the formulation and implementation of National, Regional and international agreements, protocols and conventions to enhance safety of road transport in liaison with other respective countries and organisations;

-        Managing and appraise staff and assets of the division;

-        Preparing plans, budgets and reports of the division;

 

-        Any other duties that may be assigned from time to time.
