PUBLIC SERVICE COMMISSION

 

1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics, Transport Economics, Business Administration, Social Sciences, Law, Arts, Public Administration and Management, Statistics, Mechanical Engineering, Automotive Engineering Transport and Logistics, Computer Science, and Information Technology plus a Masters Degree in Transport Management, Transport Economics and Logistics Management, Law, Engineering, or Business Administration, Computer Science, and Information Technology from a recognized University / Institution Registration with the Uganda Engineers Registration Board is a Must for Engineers. A Post Graduate Diploma in Law from the Law Development Centre for lawyers. Membership of The Chartered Institute of Logistics and Transport (CILT) or other internationally recognized professional body in the area of Transport Management will an added advantage
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal Officer level in Government.
Duties
The incumbent will be responsible to the Commissioner, Transport Regulation and Safety for performing the following duties:-

-        Participating in initiating and formulating policies, strategies and guidelines to ensure effective and efficient delivery of motor vehicle registration services;

-        Assisting the Chief Licensing Officer to oversee the Motor Vehicle Registration processes of registration, re-registration, Change of Ownership deregistration, placement of caveats among others in accordance with the Traffic and Road Safety Act, Cap 347;

-        Ensuring reliable and accurate motor vehicle records through updated register of Motor vehicles and numbers plates;

-        Assisting the Chief Licensing Officer (CLO) in furnishing and issuance of Certified Motor Vehicle Registry Records to applicants;

-        Reviewing relevant operational reports and make recommendations for improvement where necessary;

-        Ensuring compliance with the set business processes in all motor vehicle registration transactions, such as registration and re-registration among others;

-        Reviewing and recommending to Chief Licensing Officer the internal policies and procedures that can improve administration and management of motor vehicle registration;

-        Coordinating the operations of Motor vehicle registration plate dealers;

-        Participating in coordinating the formulation and implementation of National, Regional, and International agreements, protocols, and conventions regarding motor vehicle registration in liaison with other countries and organisations;

-        Supervising and appraising staff of the Division;

-        Managing assets of the Division;

 

-        Any other duties that may be assigned from time to time.
