1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Mechanical Engineering; or Electrical Engineering; or Aeronautical Engineering; or Civil Engineering; or Automotive Engineering; or Rail Engineering; or Business Administration; or Economics; or Transport Economics; or Law; or Arts; or Statistics; or Social Sciences; or Computer Science; or Information Technology plus a Masters Degree in Engineering; or Public Administration; or Transport Economics and Logistics Management; or Law; or Aviation Management; or Business Administration from a recognised University/ Institution Applicants must be registered with the Engineers Registration Board (ERB). Membership of the Chartered Institute of Logistics and Transport (CILT) or other internationally recognized professional body in the area of Transport Management will be an added advantage;
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at a Senior level in Government
Duties
The incumbent will be responsible to the Assistant Commissioner Rail Transport Regulation and Safety for performing the following duties:-

-    Assisting in the formulation and review of rail transport legislation;

-    Assisting in the initiation and development of policies and strategies to promote safety of rail transport;

-    Monitoring compliance of the railway operator with railway safety standards to ensure a safe, reliable and efficient railway transport;

-    Managing safety inspection of railway locomotives wagons and rolling stock and railway infrastructure;

-    Managing the development and monitoring of implementation and compliance to Occupational, Safety and Health (OSH) requirements;

-    Managing domestication/ratification of Regional treaties, agreements and protocols on rail transport;

-    Preparing progress reports on the performance of the Section;

-    Managing the budget preparation activities for the Section of Rail Regulation;

-    Managing sensitization programs about safety and discipline in rail transport services;

-    Processing Rail Operator’s Licences;

-    Assisting in monitoring the enforcement of regulations on rail transport;

-    Assisting in coordination of railway accidents, and incidents investigations and preparing reports;

-    Managing review and audit recommendations of accident investigations, and hazard / near miss reports from the rail operators and suggesting mitigation measures;

-    Preparing the budget estimates for activities of the section;

-    Managing staff and assets of the Section;

-    Any other duties that may be assigned from time to time
