PUBLIC SERVICE COMMISSION

 

1.0  Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Monday 3rd November, 2025. 1.1  Mandatory Instructions to Applicants: -

 

a)          Apply ON-LINE.

b)          Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)          Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)          Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

e)          Those who fail to get a recommendation should proceed and submit and also indicate a reason on their application as to why they were not recommended.

ii)        Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii)      If you already have an account, simply click on your right and update your profile

iv)      Click on a Job from the list of advertised jobs in the menu.

v)       View the Job Details and Click ‘Apply now’

vi)      Review your application and SUBMIT.

 

 

1.3  Please Note: -

 

a)       Only applications on-line will be considered.

b)       Only shortlisted candidates will be contacted. 

c)        Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and deployment, National Identity Cards during the Oral Interviews.

d)       Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of Oral Interviews.

e)       The Public Service Commission will carry out verification of all academic and employment documents to confirm their authenticity. Any applicant established to have submitted forged document(s) shall be charged in accordance with the laws of Uganda and he/she removed from the Public Service.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Computer Science; or Information Technology; or Information Systems; or Software Engineering and Computer Engineering; or Information Security; or Business Computing; or Telecommunications Engineering; or Electrical Engineering; or Science (with focus on Computer Science; or Mathematics) plus a Masters Degree in Computer Science; or Information Technology; or Information Systems; or Software Engineering and Computer Engineering; or Information Security; or Business Computing; or Telecommunications Engineering; or Electrical Engineering; or Science (with focus on Computer Science; or Mathematics) from a recognized University / Institution. Applicants should have a professional qualification in COBIT (Control Objectives for Information and Related Technology) and Prince 2/PMP Applicants should possess a Post Graduate Diploma in Public Administration; or Management from a recognized University / Institution.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience in the Information Technology field, three (3) of which should have been served at the level of Principal Information Technology Officer in Government.
Duties
The incumbent will be responsible to the Commissioner, IT for performing the following duties:-

-     Leading development, planning and implementation of enterprise IT systems that improve IT cost effectiveness, service quality and business development in support of the delivery of the Institution’s mandate;

-     Leading IT strategic and operational planning to achieve the Institution’s mandate by fostering innovation, prioritizing use of Government shared IT services and coordinating the evaluation, deployment and management of current and future IT systems for the Institution;

-     Collaborating with all the Departments of the Institution to develop and maintain IT as a service delivery enabler for the Institution;

-     Leading formulation and continuous improvement of IT policies, strategies and standards in line with National IT related standards, frameworks and guidelines;

-     Guiding and supporting Top Management in making sound data driven decisions;

-     Creating an IT enabled environment that encourages innovation and risk taking, ensuring proper alignment between the IT Department and other Department’s Objectives with a performance management culture;

-     Guiding, supporting and coaching Department staff that results in higher productivity and career growth;

-     Ensuring that the Institution’s IT systems and data are protected in compliance with the National Information Security Framework;

-     Coordinating adoption of E-Government and digitization of business processes for the Institution;

-     Undertaking IT related planning and budgeting activities for the Institution;

-     Implementing change management programmes to increase adoption and use of IT;

-     Any other duties that may be assigned from time to time.
