ADDENDUM TO PSC INTERNAL ADVERT NO. 8 OF 2025

 

The Secretary, Public Service Commission would like to inform all eligible serving Officers in Government Ministries and Local Governments that some corrections have been made in PSC Internal Advert No. 8 of 2025. In addition, new positions have also been added as indicated below.

 

 

The deadline for submission of applications for this addendum advert is Friday 28th November, 2025 before midnight.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Human Resource Management; or Social Sciences; or Arts; or Commerce; or Business Administration with a recognized specialty in Human Resource field such as Human Resource Development; or Human Resource Management; or Organizational Development Studies plus a Masters Degree in Human Resource Management; or Social Sciences; or Business Administration; or Public Administration; or relevant professional qualification like CIPD from a recognized University/Institution
Working Experience
Applicants should have a minimum of twelve (12) years’ relevant working experience in the field of Human Resource Management, three (3) of which should have been served at the level of Assistant Commissioner, Human Resource Management in Government.
Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-

-        Participating in initiation, development, implementation and review of comprehensive Human Resource policies, plans, strategies and guidelines in the areas of Planning, Management, Development and Compensation of Public Officers;

-         Ensuring that Human Resource (HR) strategic policies are translated into operational rules, procedures and standards, and that these are appropriately communicated and implemented in the entire Public Service;

-        Participating in design of HR policies for effective management and utilization of HR in the Public Service;

-        Analyzing and advising on utilization of the human resource in a Ministry/Department;

-        Making proposals on human resource planning and succession management;

-        Analyzing staff performance and career progression and making appropriate recommendations;

-        Ensuring correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws and other statutes relating to Human Resource Management;

-        Providing leadership in effective implementation, monitoring, and evaluation of Human Resource policies and programmes; allocating duties, monitoring and evaluating performance, and coaching/developing staff within the Department, to ensure achievement of Departmental objectives;

-        Ensuring preparation of Departmental budgets and managing utilization of funds within the Department;

-        Conducting HR surveys and researches aimed at establishing performance gaps and designing remedial policies, plans, programmes in liaison with the relevant stakeholders;

-   Any other duties that may be assigned from time to time.
