1.0   Applications are invited from suitably qualified serving Public Officers in Ministries and Local Governments duly appointed and confirmed by the Appointing National and Local Service Commissions to fill vacant Posts.  Applications should be filled ON-LINE and submitted not later than Friday 8th May, 2026.  1.1  Mandatory Instructions to Applicants: -

 

a)        Apply ON-LINE.

b)        Scan and submit on-line Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion); relevant documents (‘O’ and A’ Level Certificates.

c)        Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer or any other person delegated by the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

ii)        Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards

iii)       If you already have an account, simply click on your right and update your profile

iv)       Click on a Job from the list of advertised jobs in the menu.

v)        View the Job Details and Click ‘Apply now’

vi)       Review your application and SUBMIT.

NB. Applicants are allowed to apply for only two Posts.

 1.3  Please Note: -

 a)        Only applications which meet the mandatory instructions under 1.1 above will be considered.

b)       Only shortlisted candidates will be contacted. 

c)   Shortlisted candidates shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion and National Identity Cards during the Oral Interviews.

d)      Short listed Applicants should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2024 are submitted to the Commission by the Responsible Officers before the date of Oral Interviews.

e)    The Public Service Commission will carry out verification of all academic and employment documents to confirm their authenticity. Any applicant established to have submitted forged document(s) shall be charged in accordance with the laws of Uganda and he/she removed from the Public Service.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree Environmental Sciences; or Environmental Engineering; or any other Environmental Sciences plus a Masters Degree in any of the above fields from a recognized University / Institution. Applicants in case of Engineers should be registered with the Uganda Engineers’ Registration Board. A Post Graduate Diploma in Management or Administration will be an added advantage.
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served as Senior Environment Officer level in Government.
Duties
The incumbent will be responsible to the Assistant Commissioner – Environment Support Services for performing the following duties:-

-      Supporting the initiation, formulation and review of national policies, legislations and strategies on the environment;

-      Supporting the development and setting of national standards for the environment sector;

-      Supporting the monitoring and evaluation of the performance of Local Governments Parastatal Organizations (i.e. NEMA and NFA), NGOs and the private sector;

-      Supporting the supervision and mobilization of support and resources for environment management;

-      Supporting the coordination, inspection, monitoring and evaluation of the performance of various actors in environment management for compliance in the implementation of policies, legislations, standards, strategies and plans;

-      Providing technical advice to Local Governments and other stakeholders;

-      Coordinating and supervising national projects on environmental management;

-      Supporting the liaison with Regional and International Environmental Agencies;

-      Any other duties as may be assigned from time to time.
