PUBLIC SERVICE COMMISSION
1.0 On 22nd February 2021; Cabinet; under Minute Extract 43 (CT 2021) approved the recommendations for the Rationalization of Government Agencies, Commissions, Authorities and Public Expenditure (RAPEX). In fulfilment of the Cabinet decision; several Government Agencies were merged, mainstreamed and new structures created. Arising out of the above changes, a number of vacancies were declared for filling. Cabinet approved the mainstreaming of the Centre for Arbitration and Dispute Resolution into the Ministry of Justice and Constitutional Affairs.
1.2 The Public Service Commission therefore invites applications from suitably qualified and duly appointed and confirmed staff of the Ministry of Justice and Constitutional Affairs and all staff affected by RAPEX who have not yet been placed to fill posts existing in the newly created structures under the Centre of Arbitration and Alternative Dispute Resolution (CADR). Applications should be filled ON-LINE and submitted not later than Monday 15th June, 2026 before midnight. 1.3 Mandatory Instructions to Applicants: -
a) Apply ON-LINE.
b) Scan and submit on-line Degree and Post Graduate Transcripts and Certificates, Professional Documents, Copies of letters of Appointment, Confirmation and Promotion; ‘O’ and A’ Level Certificates.
c) Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.
d) Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer. Scan the recommendation together with the rest of the documents and submit online.
1.4 Application Process

ii) Click on ‘register as a new user’ to create your account and complete your profile starting with the Bio data moving downwards
iii) If you already have an account, simply click on your right and update your profile
iv) Click on a Job from the list of advertised jobs in the menu.
v) View the Job Details and Click ‘Apply now’
vi) Review your application and SUBMIT.
1.5 Please Note: -
a) Only applications on-line will be considered.
b) Only shortlisted candidates will be contacted.
c) Candidates shortlisted for oral interviews shall be required to bring along with them their original Degree and Diploma Transcripts and Certificates, Certificates of ‘O’ and ‘A’ Level, letters of appointment, confirmation, promotion, deployment and National Identity Cards
d) Short listed candidates should ensure that their Staff Performance Appraisals for the last three (3) Financial Years, 2022/2023, 2023/2024,2024/2025 are submitted to the Commission before the date of oral interviews.
e) The Public Service Commission will carry out verification of all academic and employment documents to confirm their authenticity. Any applicant established to have submitted forged document(s) shall be charged in accordance with the laws of Uganda and he/she shall be removed from the Public Service.

1.6 Applicants should, among others, have the following Values:

- Coordinating development of a sustainable legal framework for Alternative Disputes Resolution (ADR) and advocating for policy changes to improve the use and acceptance of ADR mechanisms in Uganda;
- Coordinating and providing technical leadership on Alternative Disputes Resolution representation of Government matters in National, Regional and Tribunals and Commissions;
- Coordinating appointment of Arbitrators and Conciliators and terminating the mandate and substitution of Arbitrators in line with the Arbitration and Conciliation Act and other relevant Laws and Regulations;
- Acting as the final authority in the resolution of complex or challenging disputes escalated within the CADR and ensuring the fair and impartial administration of arbitration and conciliation processes, providing final oversight on arbitration awards and conciliation agreements;
- Making appropriate rules, administrative procedures and forms for effective performance of the arbitration, conciliation or alternative dispute resolution processes;
- Establishing and enforcing a Code of Ethics for Arbitrators, Conciliators, and Experts to maintain the integrity of the processes;
- Coordinating the qualification and accreditation Arbitrators, Conciliators and Experts;
- Facilitating the certification, registration and authentication of Arbitrator Awards and Conciliation Settlements;
- Establishing and administering a schedule of fees for Arbitrators;
- Coordinating the performance of the functions specified in the United Nations Commission on International Trade (UNCITRAL) Rules of 1976.
- Developing and reviewing a communication strategy to promote the use of ADR methods in Uganda;
- Any other duties as may be assigned from time to time.
