Applications are invited from suitably qualified Ugandans both serving Public Officers in Ministries/Departments/Agencies and Local Governments and Applicants from outside the Public Service to fill vacant posts.  Applications should be filled ON-LINE not later than 21st August 2018  The link to the e-recruitment system can be accessed through the Public Service Commission website www.psc.go.ug .

 

Applicants are advised to: -

 

a)    Apply ON-LINE;

b)    Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line;

c)     Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed;

d)    For serving Officers, print an Extract of PS Form 3 (2008) off the system and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

   ii.  If you already have an Account on the system, log in and update your profile accordingly;

  iii.  For new Users, register first then log in;

  iv.  Complete your profile (starting with the Bio data moving downwards);

   v.  View Available Advert and the jobs therein;

  vi.  Click on a Job from the list of advertised jobs;

 vii.  View the Job Details and Click Apply;

viii.  Review your application and SUBMIT.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor of Science Degree in Agriculture or Crop Science or Agricultural Economics or Agribusiness from a recognized University/Institution. A Master of Science Degree in any of the specified disciplines above An additional qualification in Leadership, Business Administration, Public Administration or Management will be an added advantage.
Working Experience
Applicants should have twelve (12) years relevant working experience in the fields of crop production, protection, inspection and certification, three (3) of which should have been served at the level of Commissioner in Government or equivalent level of relevant experience from a reputable organization.
Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-

-     Formulating and implementing policies, legislation, standards, plans and strategies for crop production, marketing, crop protection, promotion of quality and safety of plants/plant products;

-     Transferring improved plant production technologies to service providers, processors, traders and consumers;

-     Coordinating, monitoring and evaluating the implementation of national programs and projects in the crop sub sector;

-     Advocating and mobilizing resources to support effective implementation of programmes in the plant sub-sector;

-     Training and building human and institutional capacity to enhance service delivery in the crop sub sector;

-     Developing and promoting collaborative mechanisms nationally, regionally and internationally on issues pertaining to the advancement of the crop sub sector;

-     Providing guidance on the generation, dissemination and application  of appropriate technologies and the provision of advisory services for the development of value chains in the crop sub sector;

-     Establish and maintain an up to date national database on all crop production levels and activities throughout the country;

-     Any other duties as may be assigned from time to time.
