ADDENDUM TO PSC EXTERNAL ADVERT NO. 1/2019

 

The Secretary, Public Service Commission would like to inform all the applicants and members of the General Public that some additional vacant posts are hereby declared and added on PSC External Advert No. 1/2019 which was advertised in the New Vision  Newspaper of Monday 4th March 2019, for filling.  The deadline for submission of applications online for the additional posts listed below will be Friday 17th April 2019.  Arising out of PSC External Advert No. 1/2019 mentioned above and this Addendum, each applicant is allowed to apply for a maximum of two (2) posts.

Minimum Qualification
Applicants should be Ugandans in possession of an Honour’s Bachelor’s Degree in Engineering (Mechanical or Civil) or Chemical or any related field plus a Master’s Degree in any of the above fields from a recognized University/Institution
Working Experience
Applicants should have nine (9) years relevant working experience three (3) of which should have been at Principal Officer level in Government or equivalent level of experience from a reputable organisation
Duties
The incumbent will be responsible to the Commissioner Downstream Petroleum for performing the following duties:-

-       Planning, organizing and promoting investment in downstream petroleum products, transport and storage facilities to enhance security of supply of petroleum products;

-       Participating in the development and implementation of policies, standards and codes of practice for guiding the development of downstream petroleum products transportation and storage facilities in the country;

-       Establishing and operationalizing tools and procedures for supervision and monitoring of downstream petroleum products transport and storage facilities and their compliance with established standards, Health Safety and Environment (HSE) policies, regulations, guidelines and codes of practice;

-       Reviewing, designing and developing plans for downstream petroleum products transport and storage facilities;

-       Ensuring development and management of national petroleum product strategic reserves;

-       Developing and operationalizing mechanisms for carrying out regular risk assessments, including hazard and operability (HAZOP) studies;

-       Participating in the preparation of work plans, budgets and reports for the Division;

-       Supervising and appraising staff;

-       Any other duties as may be assigned from time to time.
