     Applications are invited from suitably, qualified, serving Public Officers in Kampala Capital City Authority

      (KCCA) who were dully appointed and confirmed in Service by the respective Service Commissions to fill vacant promotional posts in KCCA. Applications should be filled ON-LINE and submitted not later than 16th August 2019. The link to the e- recruitment system can be accessed at


Applicants are advised to: -


a)         Apply ON-LINE.

b)         Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Print an Extract of PS Form 3 (2008) and obtain recommendation from the Executive Director KCCA.  Scan the recommendation together with the rest of the documents and submit online.

Note: In the event that the applicant is for any justifiable reason(s) not able to obtain the recommendation of the Executive Director or his/her designated Officer, the applicant should state the reason(s) on the form and thereafter submit the application without the recommendation. The issues arising shall be considered at the time of conducting oral interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Human Resource Management, or Industrial and Organizational Psychology, or Social Sciences, or SWSA, or BA, or any other HR related course from a recognized University or Institution of higher learning, plus a minimum of a Masters Degree in either Human Resources, or Public Administration, or Management, or Industrial and Organizational Psychology, or Business Administration (HR Specialization) from a recognized University or Institution of higher learning.
Working Experience
Applicants should have a minimum of of nine (9) years working experience in HR Management three (3) of which must have been gained at Assistant Commissioner, or Head of Department level in Government or from a reputable organization
The incumbent will be responsible to the for performing the following duties:-

Developing and monitoring implementation of HR/Organizational development policies and standards in line with the Human Resource Manual and KCCA Strategic Plan;

-     Reviewing and evaluating the Human Resource Planning function and monitoring implementation of best practices in the recruitment, selection and retention strategies and processes in line with the HR policies and regulations;

-     Planning, developing and reviewing the Annual HR Business Strategic Plan, setting benchmarks for implementation of the planned projects, evaluating the performance of the Strategic Plan and generating Reports to management as required;

-     Developing, reviewing and monitoring implementation of KCCA’s performance management system and career development/succession planning programs for managers in line with the HR policies and regulations;

-     Creating frameworks for operational team performance and improved employee work relations and communication systems in line with the HR policies and regulations, and the Performance Management system;

-     Initiating, reviewing and providing technical advice to other Directorates on implementation of KCCA’s employment policies (i.e. health, safety, compensation, welfare, discipline etc.) in line with the existing labour laws;

-     Reviewing KCCA’s training and development programmes and policies and providing advice in line with the KCCA’s Training and Development Policies and the HR Business Plan;

-     Preparing and reviewing the budget for the annual HR activities in line with the KCCA’s Strategic Plan and Human Resources Manual;

-     Managing performance of staff under direct supervision in accordance with the Performance Management guidelines;

-     Any other duties as may be assigned from time to time.
