     Applications are invited from suitably, qualified, serving Public Officers in Kampala Capital City Authority

      (KCCA) who were dully appointed and confirmed in Service by the respective Service Commissions to fill vacant promotional posts in KCCA. Applications should be filled ON-LINE and submitted not later than 16th August 2019. The link to the e- recruitment system can be accessed at

a)         Apply ON-LINE.

b)         Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Print an Extract of PS Form 3 (2008) and obtain recommendation from the Executive Director KCCA.  Scan the recommendation together with the rest of the documents and submit online.

Note: In the event that the applicant is for any justifiable reason(s) not able to obtain the recommendation of the Executive Director or his/her designated Officer, the applicant should state the reason(s) on the form and thereafter submit the application without the recommendation. The issues arising shall be considered at the time of conducting oral interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelors Degree in either Civil Engineering, or Transport Engineering, or Transport Planning or Transport and Logistics Management from a recognized University, or Institution of higher learning plus a Masters Degree in Transport Engineering, or Transport Planning, or Transport Operations, or Transport and Logistics Management from a recognized University or Institution of higher learning. Registration with Engineers’ Registration Board (ERB) is a must.
Working Experience
Applicants should have a minimum of nine (9) years working experience in transport planning and traffic management work assignments ,three (3) of which must have been gained at Assistant Commissioner level, or Head of Department level in Government or from a reputable organization.
The incumbent will be responsible to the for performing the following duties:-

-       Developing and monitoring implementation of roads, walkways, flyovers, traffic signal junctions, major interchanges and bridges construction in line with the maintenance policies and procedures;

-       Planning, coordinating and monitoring operation of the Greater Kampala Master Plan (GKMA) Traffic Management Center, including development and implementation of coordinated signal timing plans;

-       Developing, reviewing, monitoring and implementing Transport policies, road strategies for enhanced traffic flow and road safety and general guidelines;

-       Preparing detailed plans and recommendations for completeness, and conformity to engineering practices and standards;

-       Designing and preparing preliminary and final plans for traffic control devices including facilities for pedestrians and intelligent transportation systems (ITS);

-       Reviewing the impact of proposed major developments and negotiating appropriate contributions to transport infrastructure;

-       Developing and Monitoring integrated multi-modal transport networks and their impacts on society;

-       Coordinating development and implementation of Departmental operational plans


in accordance with KCCA’s transport strategic plans, policies and procedures;


-       Managing performance of staff under direct supervision in accordance with the

Performance Management guidelines;

-       Any other duties as may be assigned from time to time.
