     Applications are invited from suitably, qualified, serving Public Officers in Kampala Capital City Authority

      (KCCA) who were dully appointed and confirmed in Service by the respective Service Commissions to fill vacant promotional posts in KCCA. Applications should be filled ON-LINE and submitted not later than 16th August 2019. The link to the e- recruitment system can be accessed at


Applicants are advised to: -


a)         Apply ON-LINE.

b)         Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Print an Extract of PS Form 3 (2008) and obtain recommendation from the Executive Director KCCA.  Scan the recommendation together with the rest of the documents and submit online.

Note: In the event that the applicant is for any justifiable reason(s) not able to obtain the recommendation of the Executive Director or his/her designated Officer, the applicant should state the reason(s) on the form and thereafter submit the application without the recommendation. The issues arising shall be considered at the time of conducting oral interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Mass Communication, or Journalism, or any other related field from a recognized University or Institution of higher learning plus a Master’s Degree in either Journalism, or Mass communication, or Business Administration, or any Management related course from a recognized University or Institution of higher learning. Applicants with an Honours Bachelor’s Degree in Mass Communication should have specialised in Public Relations.
Working Experience
Applicants should have a minimum of seven (7) years working experience, three (3) of which must have been gained at Principal Officer level or Middle Management in Government or from a reputable organization.
The incumbent will be responsible to the for performing the following duties:-

-       Developing and monitoring implementation of programs aimed at promoting and maintaining a positive image of KCCA in the eyes of the public as per KCCA’s policies;

-       Planning, coordinating and attending public events addressing areas relevant to KCCA in line with the Departmental guidelines;

-       Developing and nurturing a good and healthy relationship with the media as per  KCCA’s guidelines;

-       Developing and disseminating public information and educational materials on KCCA in line with the policies and procedures;

-       Developing and maintaining a system for documenting and disseminating information useful to KCCA in line with Departmental guideline;

-       Monitoring the development and distribution of KCCA promotional materials such as; calendars, T-shirts, brochures, newsletters that publicize KCCA;

-       Monitoring development and maintenance of KCCA website in line with KCCA policies and procedures;

-       Supervising processing and placement of press releases, public notices, and advertisements in the print/electronic media in line with the established publicity procedures;

-       Managing performance and development of staff in line with the HR policy and the performance management guidelines.

-       Any other duties as may be assigned from time to time.
