Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Quantitative Economics; or Economics; or Statistics; or Mathematics; or Policy Analysis; or Commerce; or Business Administration; or Social Sciences, plus a minimum of a Post Graduate Diploma in Monitoring and Evaluation, Economics,or Policy and Planning, Project Planning and Management, or a related discipline obtained from a recognized University/Institution.
Working Experience
Applicants should have six (6) years relevant working experience in Planning Processes, Policy Analysis, Monitoring and Evaluation or Performance Management of public sector programmes and / or projects in Government or reputable organization, three (3) of which should have been served at the level of Senior Monitoring and Evaluation Officer or an equivalent level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner Monitoring and Evaluation for performing the following duties:-

-      Steering and providing technical support in design, implementation and review of the Ministry’s monitoring and evaluation activities, specifically compiling, analyzing and interpreting data to track performance and delivery of set targets;

-      Participating in development of tools and indicators for use in quarterly and annual compliance and efficiency audits; and collecting, collating and filing quarterly Monitoring and Evaluation (M&E) returns for the Ministry;

-      Developing, designing and implementing an M&E system, guidelines, manuals and standard operating procedures for the Department so as  to facilitate monitoring and implementation of Ministry’s strategic plan, annual work plans and projects at all levels;

-      Developing monitoring and evaluation indicators and ensuring that all Departments submit regular, structured performance monitoring reports for analysis in order to facilitate management review and decision making;

-      Undertaking data quality audits to provide in – depth assessment of data quality reported by Departments and implementing action plans in collaboration with them for corrective measures on identified gaps during the data quality audits;

-      Undertaking audit and analysis of Government policies, National Development Plans, Strategic Objectives, Manifesto Programmes and projects relating to the Ministry’s operations;

-      Consolidating monthly, quarterly, mid-term as well as annual Departmental activity / plan performance monitoring reports;

-      Leading annual work plan performance reviews and planning interfaces/meetings and providing support in preparing reports;

-      Participating in evaluation, reviews, survey, surveillance of activities focusing on the overall Ministry’s performance tracking, measurement and reporting;

-      Reviewing existing Human Resource Information Management Systems, Procedures and Practices in Ministry;

-      Managing monitoring and evaluation data, including databases management;

-      Any other duties as may be assigned from time to time.
