     Applications are invited from suitably qualified Public Officers appointed by the National and District Service Commissions serving in Ministries, Departments, Agencies and Local Governments to fill Vacant Posts.  Applications should be filled ON-LINE and submitted not later than 28th September, 2021. c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)        Applicants are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer. They should then scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Information Technology; or Management Information Systems; or Computer Science; or Statistics/Mathematics (Computer Science option) plus a Masters Degree in any of the above or relevant fields from a recognized University / Institution A Post Graduate Diploma in a Management field from a recognized University / Institution will be an added advantage. Possession of at least one industry certification such as CCNA, OCP, MCSE, Information Security and Systems Audit will be an added advantage.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal ICT Officer level in Government or an equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Commissioner, Management Information Systems for performing the following duties:-

-      Providing effective leadership and technical guidance in the implementation of E-services function;

-      Providing technical guidance on e-services, Policies, Strategies, Procedures and other ICT related issues;

-      Undertaking regular review of progress, examination of performance, identification of alternative solutions and setting of new performance targets;

-      Supervising the preparation and approval of technical initiatives in regard to E-services and other related ICT activities;

-      Supervising execution of hardware and software initiatives to ensure proper functioning and maintenance of ICT equipment across Government;

-      Initiating programmes to promote harmonized development and implementation of E- services and other related ICT systems;

-      Coordinating Government Information Technology Officers and other stakeholders, identifying ways of adding value to the stakeholders through alignment (such as training and project management) and seeking other areas of e-services synergy;

-      Supervising preparation and implementation of Divisional Work Plans and reports;

-      Supervising and appraising subordinate staff;

 

-      Any other duties as may be assigned from time to time.
