     Applications are invited from suitably qualified Ugandans to fill available vacancies in Government Ministries, Departments and Agencies. d)         Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Commerce; or Business Administration; or Business Computing; or any other related field plus a Master’s Degree in any of the above fields from a recognized University/Institution. Applicants should possess Professional Certification in either ACCA or CPA or ACIB or any other relevant professional qualification.
Working Experience
Applicants should have a minimum of ten (10) years working experience, five (5) of which should have been gained at Commissioner or Head of Department level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the Executive Director for performing the following duties:-

-       Developing, reviewing and monitoring the implementation of systems and procedures for the accountability and control for the KCCA expenditures and in line with the accounting standards and guidelines.

-       Developing, monitoring   and reviewing the KCCA corporate annual operating and capital (development) budgets in line with the accounting standards, budgetary provisions and KCCA regulations.

-       Planning and coordinating the implementation and evaluation of the Financial Accounting for the KCCA Funds and Donor-funded projects and Grants.

-       Setting and evaluating benchmarks, regulations and procedures for the implementation of the KCCA financial and management systems.

-       Developing, reviewing and monitoring systems and procedures for receiving, safeguarding and accountability for the KCCA revenue collected in line with the approved procedures and guidelines.

-       Planning and setting benchmarks for the Authority annual financial performance in line with the Business plan and forecasted performance.

-       Preparing monthly and annual statutory accounts in line with the statutory and accounting regulations.

-       Managing the performance of staff under direct supervision in accordance with the Performance Management guidelines.

 

-       Any other duties as may be assigned from time to time.
