PUBLIC SERVICE COMMISSION

 

     Applications are invited from suitably qualified Ugandans to fill available vacancies in Government Ministries, Departments and Agencies. Applications should be filled ON-LINE and submitted not later than Monday 16th May, 2022. The link to the e- recruitment system can be accessed at http://vacancies.psc.go.ug/ors.

a)         Apply ON-LINE.

b)    Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment and confirmation) on-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Industrial/Organizational Psychology; or Human Resource Management/ Personnel; Management; or Arts; or Social Sciences with Human Resource Management / Personnel Management as a subject; or Social Work and Social Administration; or Education; or Commerce (Management option); or Business Administration (Management option); or Business Studies (Management option) or any Bachelor’s Degree with either Literature in English; or Mathematics; or Philosophy; or Industrial/Organizational Psychology as a subject plus a Post Graduate Diploma in Occupational/Organizational Psychology; or any other Post Graduate Diploma with Psychometrics as a paper from a recognized University/Institution. Knowledge in the design of selection assessment is essential.
Working Experience
Applicants should have a minimum of six (6) years relevant working experience in Management, three (3) of which should have been gained at Senior Officer Level in administration of Human Resource Selection Systems in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner, Selection Systems- Examinations for performing the following duties:-

-      Preparing technical papers, users’ manuals, guidelines and reports in line with the work plans;

-      Analysing performance data and generating reports of the department in line with the work plans;

-      Assessing the usage of Competence –based Selection tools and organizing for capacity building in line with Training Policy and Scheme of selection;

-      Networking with the Human Resource Recruitment  and Selection bodies to keep abreast with trends in systematic selection;

-      Identifying risks related to examination management in accordance with the Public Service Commission Risk Management Policy Framework;

-      Evaluating selection exercises administered by the Public Service Commission for their effectiveness in line with the Scheme of Selection;

-      Managing the performance and development of staff;

 

-      Any other duties as may be assigned from time to time.
