PUBLIC SERVICE COMMISSION

 

     Applications are invited from suitably qualified Ugandans to fill available vacancies in Government Ministries, Departments and Agencies. b)    Scan and submit relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment and confirmation) on-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Human Resource Management/ Personnel Management; or Arts; or Social Sciences with Human Resource Management / Personnel Management as a subject; or Social Work and Social Administration; or Education; or Commerce (Management option); or Business Administration (Management option); or Business Studies; or Literature in English; or any Bachelor’s Degree with Literature in English; or Mathematics; or Philosophy; or Industrial/Organizational Psychology as a subject plus a Post Graduate Diploma with Research Methods; or Statistical packages for Data Analysis from a recognized University/Institution.
Working Experience
Applicants should have a minimum of six (6) years relevant working experience in Management, three (3) of which should have been gained in administration of Human Resource Selection Systems or applied research in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner, Selection Systems- Research and Development for performing the following duties:-

-      Preparing technical papers, users’ manuals, guidelines and reports in line with the work plans;

-      Analysing research data and generating reports of the department in line with the work plans;

-      Assessing the effectiveness of  Competence –based Selection tools and informing the process of item review and development in line with the Scheme of selection;

-      Coordinating the preparation of capacity building initiatives of focal point persons in Ministries, Departments, Agencies and Local Governments in competence-based recruitment;

-      Analysing Public Service Commission resolutions/ research recommendations that have not been implemented; establishing the associated risks and generating periodic reports;

-      Conducting job competence profiling in line with the competence framework and maintaining the skills inventory;

-      Managing the performance and development of staff;

 

-      Any other duties as may be assigned from time to time.
