Job Details (COMMISSIONER-RURAL ELECTRIFICATION [DEPARTMENT OF RURAL ELECTRIFICATION])

Applications are invited from suitably qualified Ugandans who have been serving under the Rural Electrification Agency (REA) under Contract Terms and are going to be formally mainstreamed in the Department of Rural Electrification in the Ministry of Energy and Mineral Development.

NOTE:

 

1.      ONLY Staff of the Rural Electrification Agency (REA) are eligible to respond to this Advertisement.

 

2.The Common Cadre positions under Procurement Unit; Human Resource Unit; Accounts Unit and others have been reflected under the Ministry of Energy and Mineral Development for purposes of this Advert. At the time of issuing Instruments of Appointment, such staff shall be reflected under their respective Parent Ministries in line with the existing Policies and Procedures.

Minimum Qualification
Applicants should be Ugandans and duly appointed staff of Rural Electrification Agency holding an Honours Bachelor’s Degree in Electrical Engineering; or Power Engineering; Power Systems Engineering plus a Masters Degree in Electrical Engineering; or Power Engineering; or Power Systems Engineering; or Power Economics; or Renewable Energy; or Management from a recognized University /Institution. Applicants should be registered with the Engineers’ Registration Board (ERB)
Working Experience
Applicants should have a minimum of twelve (12) years relevant working experience, three (3) of which should have been served at the level of Assistant Commissioner or equivalent relevant experience at the Rural Electrification Agency or from a reputable organization or
Duties
The incumbent will be responsible to the Director, Energy Resources Development for performing the following duties:-

-       Coordinating and supervising the implementation of Rural Electrification initiatives and Electricity Connections Policy;

-       Coordinating the development and implementation of plans, programmes and strategies for Rural Electrification;

-       Initiating Policies, Laws, and Regulations and Guidelines for Rural Electrification;

-       Developing work plans, budgets and managing and accounting for Departmental resources;

-       Coordinating Research and Innovation matters on Rural Electrification;

-       Overseeing planning, preparation and designing of Rural Electrification Projects;

-       Promoting sustainability of Rural Electrification investments/infrastructure;

-       Monitoring and evaluating the implementation of Rural Electrification initiatives;

-       Spearheading compliance to specifications and standards;

-       Coordinating capacity building and performance management of staff in the Department;

-       Preparing Departmental reports as required by the law and management;

-  Developing and coordinating partnerships and collaboration linkages locally and internationally relating to Rural Electrification;

-       Any other duties as may be assigned from time to time.
