PUBLIC SERVICE COMMISSION

 

Applications are invited from suitably qualified, serving Public Officers in Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Application Forms/Public Service Form No.3 (2008) should be filled ON-LINE not later than 18 May, 2018.  The link to the e-recruitment system can be accessed via the Public Service Commission website www.psc.go.ug .

a)    Apply ON-LINE.

b)    Scan, attach and submit relevant documents (‘O Level, ‘A Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)    Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)    Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Honours Bachelor’s Degree in either Ethics, Philosophy, Theology or Humanities, or Social Sciences, or Development Studies with Ethics as a subject/paper/module or any other related field plus a minimum of a Post Graduate Diploma in Ethics or Humanities or Management or Business Administration with Ethics as a subject from a recognized University/Institution.
Working Experience
Applicants should have ten (10) years relevant working experience, three (3) of which should have been served at the level of Assistant Commissioner in Government or equivalent level of relevant experience from a reputable Organization.
Duties
The incumbent will be responsible to the Director Ethics for performing the following duties:-

-       Heading the Department of Ethics, Policy and Standards;

Implementing all Departmental programmes effectively;

- Collaborating with other Ministries and other relevant stakeholders in identifying, designing and promoting appropriate programs to inculcate integrity, morals and ethical values in the society.

-       Ensuring the promotion of National Ethical Values to society;

-       Assisting the Director in guiding the development and implementation of the programs of the Department;

-       Ensuring effective documentation of correspondences to and from of the Department;

-       Ensuring effective coordination of development of training manuals for the Department;

-       Developing, reviewing and implementing anti-corruption policies, guidelines, standards, and programmes of ethics and integrity in Uganda;

-       Establishing, operationalizing  and maintaining a system and institutional framework capable of mainstreaming ethical values and stimulating public awareness about ethics and integrity in the Ugandan society;

-       Monitoring compliance to ethical standards in Government offices, Public and Private conduct and Civil Society;

-       Developing standards to guide behavior and operations in Government Offices, Public and Private Conduct and Civil Society;

-       Supervising and appraising staff under the Department;

-       Any other duties as may be assigned from time to time.
