Applications are invited from suitably qualified  Ugandan serving Public Officers in Ministries/Departments/Agencies and Local Governments to fill the vacant post of Permanent Secretary (01 Vacancy).  Applications should be filled ON-LINE and submitted not later than 31st August 2018.  The link to the e-recruitment system can be accessed through the Public Service Commission website www.psc.go.ug .

a)    Apply ON-LINE.

b)    Scan and submit On-line relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion).

c)    Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)    Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants must be Ugandans holding:- (a) EITHER (i) An Honours Bachelor’s Degree in Arts, or Social Sciences, or Development Studies or Social Work and Social Administration or Business Administration (Management option) or Commerce (Management option), or Arts or related degree in Management Studies from a recognized University/Institution. (ii) A Masters Degree in Business Administration or Public Sector Management or Public Administration, or Management Studies or a related field in (i) above OR (b) Any Honours Bachelor’s Degree plus a Masters Degree from a recognized University/Institution.
Working Experience
Applicants should have at least fifteen (15) years of managerial working experience, three (3) of which must have been at least at the level of Head of Department in the Public Sector.
Duties
The incumbent will be responsible to the Head of Public Service and Secretary to Cabinet for performing the following duties:-

·         Supervising, coordinating, monitoring and controlling all the activities of the Ministry or Department;

·         Managing and accounting for resources;

·         Formulating of strategic plans and coordinating of multiple functional areas;

·         Tendering advice to the responsible Minister in respect of the business of the Ministry or Department;

·         Initiating implementation of Policies of Government;

·         Ensuring proper expenditure of public funds in the Ministry or Department.

·         Creating and promoting a good image of the Ministry or Department;

·         providing accountability for all resources allocated for proper functioning of Ministry or Department;

·         Mobilizing of resources for Ministry or Department;

·         Implementing Cabinet decisions; and

·         Promoting linkages between the Public Service, the public and other relevant stakeholders. 

·         Any other duties as may be assigned to him/her by the Minister responsible for the Ministry or Department.
