Applications are invited from suitably qualified, serving Public Officers in Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Application Forms/Public Service Form No.3 (2008) should be filled ON-LINE not later than 18 May, 2018.  The link to the e-recruitment system can be accessed via the Public Service Commission website www.psc.go.ug .

b)    Scan, attach and submit relevant documents (‘O Level, ‘A Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)    Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)    Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of qualifications in any of the following disciplines; EITHER An Honours Bachelors Degree in Procurement and Supply Chain Management or Commerce or Business Administration with specialization in Procurement and Supply Chain Management or Economics or any other Honours Bachelors’ Degree plus full professional qualifications in Procurement/Purchasing and Supply Chain Management from a recognized University/Institution. OR Full Professional qualifications in Procurement & Supplies Management such as: Chartered Institute of Purchasing and Supply (CIPS) or, International Supplies Management (ISM) awarded by a recognized/accredited examining body/ Institution plus a minimum of a Post Graduate Diploma in a related field Applicants in both categories above should be Members of a recognized Professional body in Supply Chain Management.
Working Experience
Applicants should have three (3) years relevant working experience served as Procurement Officer in Government or equivalent level of relevant experience from a reputable organization.
Duties
The incumbent will be responsible to the Principal Procurement Officer for performing the following duties:-

-           Developing appropriate procurement systems, procedures and guidelines for a Procurement entity and Contracts Committee;

-           Preparing and evaluating bid documents;

-           Administering contracts including preparing contract documents and issuing approved contracts;

-           Liaising with Suppliers/Stakeholders so as to ensure timely delivery of goods and services;

-           Monitoring implementation of procurement laws, regulations and guidelines;

-           Any other duties as may be assigned from time to time.
