PUBLIC SERVICE COMMISSION

 

Applications are invited from suitably qualified, serving Public Officers in Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Application Forms/Public Service Form No.3 (2008) should be filled ON-LINE not later than 18 May, 2018.  The link to the e-recruitment system can be accessed via the Public Service Commission website www.psc.go.ug .

b)    Scan, attach and submit relevant documents (‘O Level, ‘A Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)    Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)    Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Fisheries or Aquaculture or Zoology or Aquatic Science plus a Master’s Degree in any of the above fields from a recognized Institution/University. Possession of an additional qualification in Leadership, Business Administration, Public Administration or Management will be added advantage.
Working Experience
Applicants should have ten (10) years relevant working experience, in Natural Fisheries/aquaculture Resources Management and Development, three (3) of which should have been at the level of Assistant Commissioner, in Government or equivalent level of relevant experience from a reputable organization.
Duties
The incumbent will be responsible to the Director, Fisheries Resources for performing the following duties:-

-       Formulating and implementing laws, standards, guidelines, policies, strategies and plans for sustainable development of culture based fisheries resources;

-       Providing leadership in the review and implementing of policies, laws, standards, plans and strategies on aquaculture fish production and value addition;

-       Providing technical advice, support and assistance to Local Governments, service providers and private sector in fisheries culture production;

-       Providing technical support and guidance on the transfer of improved and appropriate fish production technologies to service providers, processors, traders and consumers;

-       Approving of service providers for aquaculture development in the Country;

-       Approving service providers for fish seed and feed establishment;

-       Monitoring and backstoping field work in the Aquaculture Industry;

-       Monitoring emerging issues on trans-boundary fish diseases and advising management on the best course of action;

-       Issuing licenses for development of aquaculture;  

-       Conducting fisheries surveillance (fish aquaculture) in the country for the development of the fisheries industry;

-       Any other duties as may be assigned from time to time.
