PUBLIC SERVICE COMMISSION

 

Applications are invited from suitably qualified, serving Public Officers in Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Application Forms/Public Service Form No.3 (2008) should be filled ON-LINE not later than 18 May, 2018.  The link to the e-recruitment system can be accessed via the Public Service Commission website www.psc.go.ug .

b)    Scan, attach and submit relevant documents (‘O Level, ‘A Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion) On-line.

c)    Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)    Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Veterinary Medicine plus a Master of Science Degree in the above discipline from a recognized University/Institution. Possession of additional qualification in Leadership, Business Administration, Public Administration or Management will be an added advantage.
Working Experience
Applicants should have ten (10) years of working experience in handling issues of Veterinary, three (3) of which should have been served at the level of Assistant Commissioner in Government or equivalent level of relevant experience from a reputable organisation.
Duties
The incumbent will be responsible to the Director, Animal Resources for performing the following duties:-

-         Providing technical guidance and support for the review and formulation of national policies, laws, regulations and standards for the prediction, prevention, control and / or eradication of animal diseases and diseases of veterinary public health (zoo noses) in the country;

-         Providing technical support for effective investigation of disease outbreaks in the country;

-         Implementing policies, plans and strategies for controlling the spread of animal diseases and vectors countrywide and continuously monitoring the occurrence and prevalence of diseases within and in the neighbouring countries for control purposes;

-         Generating and disseminating data and information regarding prevention, and control of animal diseases, vector incidences and prevalence;

-         Advising the Sector and LGs on animal disease and vector control strategies for improved agricultural production;

-         Reviewing the animal health, veterinary public health and animal welfare risks as applicable and issuing permits for import, export or transit of live animals and animal products;

-         Establishing and maintaining collaborative mechanisms with research and other organizations nationally, regionally and internationally on animal disease and vector control matters;

-         Approving the importation and exportation of veterinary drugs, animal feeds – feed supplements, livestock and professional equipment / gadgets or any other animal related materials;

-         Identifying and mobilizing resources for animal health service delivery, including animal disease vaccines;

-         Regulating, certifying and enforcing activities in the Veterinary sub-sector;

-         Supervising the operations of the human and financial resources in the Department.

-         Any other duties as may be assigned from time to time.
