Job Details (ASSISTANT COMMISSIONER, INFORMATION AND COMMUNICATION)

Applications are invited from suitably, qualified, serving Public Officers in      Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Applications   should be filled not later than Friday 29/3/2019. Applicants should visit   https://vacancies.psc.go.ug/ors  to apply.

b)        Scan, attach and submit On-line recent passport size photograph and relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion).

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)        The passport should be less than 150KB and in the standard image formats i.e. JPGE, PNG or JPG.

e)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

c)       If you already have an account simply sign in and update your profile

e)       View available adverts and the jobs therein.

f)        Select a Job from the list of Advertised Jobs.

g)       View the Job Details and Click Apply now.

h)       Review your application and SUBMIT.  Once submitted, applications cannot be edited or withdrawn.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Information and Communication Technology (ICT); or Library and Information Science; or Mass Communication or Journalism, plus a minimum of a Post Graduate Diploma in any of the above fields from a recognised University / Institution. Possession of a Post Graduate qualification in Management and/or Administration will be an added advantage.
Working Experience
Applicants should have at least nine (9) years relevant working experience in the field of information and communication, three (3) of which should have been at Principal Information and Communications Officer level in Government or equivalent level of experience from a reputable organisation.
Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-

-        Initiating and developing policies and strategies to facilitate effective and efficient information gathering and dissemination of information on agricultural extension services to relevant end users;

-        Designing and packaging agricultural extension content using various communication materials for extension agents and farmers;

-        Conducting research, developing and updating user manuals for new technologies in provision of agricultural extension services;

-        Promoting use of ICT and other innovative means of delivering relevant information to farmers and other stakeholders in extension service delivery;

-        Receiving field  reports from Local Governments and compiling periodic annual reports at National level;

-        Establishing and maintaining an appropriate information management system that facilitates collection, processing and storage of agricultural and related information for easy retrieval, dissemination and immediate use, as and when need arises;

-        Providing agricultural library services for national, regional and international collection in both print and electronic forms;

-        Establishing, managing and maintaining the Ministry database, intranet, LAN, website and information systems;

-        Coordinating agricultural information network within the agricultural related organisations and institutions whenever applicable;

-        Any other duties as may be assigned from time to time.
