Job Details (SENIOR COMMUNICATIONS OFFICER )

Applications are invited from suitably, qualified, serving Public Officers in      Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Applications   should be filled not later than Friday 29/3/2019. Applicants should visit   https://vacancies.psc.go.ug/ors  to apply.

b)        Scan, attach and submit On-line recent passport size photograph and relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion).

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)        The passport should be less than 150KB and in the standard image formats i.e. JPGE, PNG or JPG.

e)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in either Mass Communication or Journalism from a recognized University/Institution. A Post Graduate qualification in any of the above fields will be an added advantage.
Working Experience
Applicants should have at least three (3) years relevant working experience in the field of information and communication management in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Principal Communications Officer for performing the following duties:-

-        Developing and implementing a Communication Strategy in line with the National Strategic Framework;

-        Taking lead in production of agricultural extension services communication materials including Newsletter, Sector Bulletins, brochures and promotional material;

-        Supporting the marketing and communication of agricultural extension services through parity magazines and use of brand materials;

-        Developing and implementing agricultural extension services advocacy strategy campaigns, in consultation with the Director  and Heads of Department;

-        Drafting, editing and distributing materials for the press, on agricultural extension services;

-        Carrying out field inquiries from major stakeholders including farmers, consumers, journalists, politicians and service users to get feedback on  the provision and consumption of agricultural extension services;

-        Maintaining social media accounts and implementation of a social media strategy;

-        Providing creative, editorial and operational support for communications projects;

-        Planning/ creating multi-media communications materials and compiling and circulating electronic daily news summary;

-        Building and maintaining strong relationships with internal and external key stakeholders so as to ensure proper dissemination of information on extension  services in the Ministry;

-        Any other duties as may be assigned from time to time.
