Job Details (COMMISSIONER LEGISLATIVE DRAFTING )

Applications are invited from suitably, qualified, serving Public Officers in      Ministries/Departments/Agencies and Local Governments to fill vacant posts.  Applications   should be filled not later than Friday 29/3/2019. Applicants should visit   https://vacancies.psc.go.ug/ors  to apply.

 

Applicants are advised to: -

 

a)        Apply ON-LINE.

b)        Scan, attach and submit On-line recent passport size photograph and relevant documents (O’ Level, A’ Level, Degree and Professional Documents, copies of letters of appointment, confirmation and promotion).

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)        The passport should be less than 150KB and in the standard image formats i.e. JPGE, PNG or JPG.

e)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

b)       As  a new user click on ‘Register’ to create your account and complete your profile starting with the Bio data moving downwards

c)       If you already have an account simply sign in and update your profile

d)       Click on Jobs then Advertised Jobs on the menu.

e)       View available adverts and the jobs therein.

f)        Select a Job from the list of Advertised Jobs.

g)       View the Job Details and Click Apply now.

h)       Review your application and SUBMIT.  Once submitted, applications cannot be edited or withdrawn.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Law plus a Post Graduate Diploma in Legal Practice from the Law Development Centre. Possession of a Master’s Degree or a Post Graduate Diploma in a relevant field from a recognized University/Institution will be an added advantage.
Working Experience
Applicants should have ten (10) years relevant working experience three (3) of which should have been at Principal State Attorney Level in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Director First Parliamentary Council for performing the following duties:-

-       Drafting and publishing Acts of  Parliament, Bills, Bylaws and Ordinances;

-       Preparing amendments to Bills, Statutory Instruments, Regulations, Rules, Bylaws, Legal Notices and Parliamentary resolutions;

-       Verifying ordinances and Bylaws of Local Government Councils;

-       Interpreting laws, advising and guiding  Government  on  the interpretation of existing and / or proposed laws;

-       Drafting amendments to bill be moved in Parliament;

-       Advising  Government Ministries, Departments Agencies and Public bodies on Parliamentary procedures;

-       Assisting other  Ministries in preparing Cabinet Memoranda on Bills;

-       Preparing second reading speeches of bills for the Minister and assisting officials from other Ministries in preparing second reading speeches for their Ministries;

-       Supervising, appraising and mentoring staff;

-       Any other duties, as may be assigned from time to time.
