Job Details (ASSISTANT COMMISSIONER, TRAINING MANAGEMENT DELIVERY)

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Social Sciences; or Human Resource Management/Development; or Development Studies; or Public Administration and Management; or Economics; or Law; or Business Administration from a recognized University/Institution, plus a Masters Degree in any of the above fields; or equivalent post graduate qualification from a recognized University/Institution.
Working Experience
Applicants should have nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Human Resource Management/Development, or Training Officer in Government or equivalent level of human resource development or training management experience from a reputable organization.
Duties
The incumbent will be responsible to the Commissioner, Training Management Delivery for performing the following duties:-

-      Contributing to the development of the Civil Service College Uganda business strategy, annual training plan and budget;

-      Contributing to development of the training cycle management procedures, guidelines and service standards;

-      Designing, delivering and evaluating training programmes, including tracer activities in selected areas;

-      Identifying and developing a faculty of trainers in specific subject areas;

-      Administering the calendar of training and research activities;

-      Providing guidance in development and maintenance of databases on trainers and participants;

-      Drafting financial, statistical, evaluation, and other reports as requested;

-      Supporting activities towards rebuilding the general Public Service ethos and promoting ethical values across the public sector;

-      Exploring and identifying opportunities for funding support to the Governance and Public Service Programme or any other programme of the Civil Service College Uganda;

-      Supervising and evaluating the performance of the Programme Officer;

-      Any other duties as may be assigned from time to time.
