Job Details (ASSISTANT COMMISSIONER, MONITORING AND EVALUATION - LOCAL GOVERNMENTS)

  Applications are invited from suitably qualified Public Officers serving in Ministries/Departments/Agencies and Local Governments to fill Vacant Posts.  Applications   should be filled ON-LINE not later than Wednesday 30th September, 2020.  The link to the e- recruitment system can be accessed at https://vacancies.psc.go.ug/ors.

d)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Monitoring and Evaluation; or Social Sciences with a bias in Economics; or Finance; or Commerce; or Business Administration plus a Masters Degree in any of the specified disciplines above from a recognized University/Institution. An additional qualification in Leadership, Business Administration, Public Administration or Management will be an added advantage.
Working Experience
Applicants should have nine (9) years relevant working experience in handling issues of Monitoring and Evaluation, Coordination and Management, three (3) of which should have been served at the level of Principal Officer in Government or from a reputable organization
Duties
The incumbent will be responsible to the Commissioner, Monitoring and Evaluation for performing the following duties:-

 

  • Assisting in initiating, developing, implementing and disseminating standards, procedures, guidelines/handbooks and codes of conduct/ethics for better Monitoring and Evaluation in Local Governments;

  • Assisting in monitoring and evaluating performance of Government policies, projects and programs in Local Governments;

  • Assisting in spearheading commission evaluation studies and impact assessment studies for Government Policies, Projects and Programmes in Local Governments;

  • Assisting in evaluating the quality of performance indicators and tracking process indicators of service delivery in Local Governments;

  • Assisting in liaising with Uganda Bureau of Statistics, National Planning Authority, Public Procurement and Disposal of Public Assets (PPDA0 and other Local Governments on measurement and reporting on performance indicators in Local Governments;

  • Assisting in undertaking periodic review of level of service delivery in Local Governments and tracking results performance for Local Governments through the national statistical system;

  • Assisting in conducting, overseeing and taking lead in periodic Joint Sector Reviews for Local Governments and organizing annual Performance Reviews and conferences for Local Governments;

  • Assisting in conducting mid-term and final implementation reviews of the National Development Plan (NDP) in Local Governments;

  • Assisting in developing a framework for identifying crosscutting policy issues that affect performance in Local Governments;

  •  Assisting in developing and maintaining an information management system that appropriately support the operational processes of strategic monitoring and evaluation in Local Governments;

  • Any other duties as may be assigned from time to time.
