Job Details (ASSISTANT COMMISSIONER, ESTABLISHMENT AND PERFORMANCE INSPECTION)

  Applications are invited from suitably qualified Public Officers serving in Ministries/Departments/Agencies and Local Governments to fill Vacant Posts.  Applications   should be filled ON-LINE not later than Wednesday 30th September, 2020.  The link to the e- recruitment system can be accessed at https://vacancies.psc.go.ug/ors.

d)        Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officer.  Scan the recommendation together with the rest of the documents and submit online.

Minimum Qualification
Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Monitoring and Evaluation; or Social Sciences with a bias in Economics; or Finance; or Commerce; or Business Administration, plus a Masters Degree in any of the specified disciplines above from a recognized University/Institution. An additional qualification in Leadership, Business Administration, Public Administration or Management will be an added advantage.
Working Experience
Applicants should have nine (9) years relevant working experience in handling issues of Monitoring and Evaluation, Coordination and Management, three (3) of which should have been served at the level of Principal Officer in Government or from a reputable organization
Duties
The incumbent will be responsible to the Commissioner, Monitoring and Evaluation for performing the following duties:-

-      Initiating, developing and implementing plans and programes geared to increased productivity and performance improvement in Local Governments, Ministries, Departments, Agencies and other Public Institutions;

-      Researching, identifying and prompting Public Institutions to conduct regular corporate reviews on organizational missions, objectives, mandates, structures, systems and procedures to enhance efficiency and productivity in the wider Public Service;

-      Monitoring, evaluating and Inspecting adherence of Ministries, Departments, Agencies, Local Governments and other Public Institutions to approved structural and systems guidelines;

-      Carrying out pre-emptive research into incidences of low levels of productivity and prompting Local Governments, Ministries, Departments, Agencies and other Public Institutions to evolve methods, systems and processes to mitigate potential causes of poor performance;

-      Providing independent, objective, accurate, and reliable organizational performance assessments and making informed recommendations to Local Governments, Ministries, Departments, Agencies and other Public Institutions;

-      Developing and designing the necessary framework and tools to prompt the management team of Ministries, Departments, Agencies, Local Governments and other Government Institutions improve productivity and reduce costs;

-      Promoting and supporting the performance objectives of the Ministries, Departments, Agencies, Local Governments and other Government Institutions to remain in line with basic needs and approved requirements for performance of the Country;

-      Any other duties as may be assigned from time to time.
