     Applications are invited from suitably qualified Ugandans to fill available vacancies in the Public Service.

1.  Mandatory Instructions to Applicants: -

 

a)         Apply ON-LINE.

b)         Scan and submit relevant documents on-line.

c)         Attach relevant documents namely; “O” and “A” Level Certificates, Bachelor’s and Post Graduate (where applicable), Degree Transcripts and Certificates as well as Employment letters for posts where working experience is required.

d)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

e)         Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

 

2.   Application Process

ii)             Click on “register as a new user” to create your account and complete your profile starting with the Bio data moving downwards

iii)           If you already have an account, simply click on your right and update your profile

iv)           Click a Job from the list of advertised jobs in the menu.

v)             View the Job Details and Click “Apply now”

vi)           Review your application and SUBMIT.

3.   Please Note: -

 

a)   Only applications submitted on-line shall be considered.

b)   Only shortlisted candidates shall be contacted. 

c)    Shortlisted candidates shall be required to bring along with them their original certificates of “O” and “A” level, Degree and Post Graduate (where applicable) transcripts and Certificates as well as letters of employment for positions where working experience is required plus National Identity Cards during the Oral Interviews.

d)  Short listed Officers serving in the Public Service should ensure that their Staff Performance Appraisal reports / Forms for the last three (3) Financial Years are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honors Bachelor’s Degree in Social Sciences; or Social Work and Social Administration (SWASA); or Public Policy; or Law; or Economics; or Quantitative Economics; or Statistics; or Development Studies from a recognized University /Institution plus a Masters Degree in any of the above stated fields from a recognized University /Institution.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal Research Officer level in Government or equivalent level in a reputable organization.
Duties
The incumbent will be responsible to the Commissioner Education Policy and Research for performing the following duties:-

-       Providing overall leadership to the research and capacity building function of the Division;

-       Coordinating the development of strategic plans of the Research Division in line with the Department’s strategic goals, objectives and priorities.

-       Presenting and defending resource requirements needed to carry out the annual work-plans of the Research Division.

-       Coordinating the development of technical proposals on research and capacity building in accordance with the Ministry and Department’s strategic priorities.

-       Assisting management in mobilizing resources for the research function and capacity building activities of the Education Policy and Research Department.

-       Monitoring the performance and preparing progress reports on the research and capacity building activities of the Department.

-       Coordinating the monitoring and evaluation of programmes under the Research and Capacity Building functions in the Division.

-       Compiling briefing notes, strategy documents, regular regional/continental reports on Education and Sports, White Papers and contributing to national, regional and continental journals on Education and Sports.

-       Representing the Ministry at relevant regional/international seminars and conferences.

-       Leading the development of research frameworks for coordinating and harmonizing policies originating from Line Ministries /Departments in line with the national policy frameworks;

-       Writing research proposals and findings for publications, papers, grants, and other documents.

-       Identifying knowledge, skills and manpower gaps and advise the relevant authorities for appropriate action;

-       Identifying potential areas of research and supervision of actual research exercises;

-       Using data to inform and support evidence-based decisions in the Ministry of Education and Sports system (from the MoES central to the district levels);

-       Managing and coordinating the day-to-day activities, like data collection progress, field deployments of enumerators, and budget management.

-       Developing sensitization and educational programmes on policy research processes;

-       Performing any other duties as assigned from time to time.
