     Applications are invited from suitably qualified Ugandans to fill available vacancies in the Public Service.

1.  Mandatory Instructions to Applicants: -

 

a)         Apply ON-LINE.

b)         Scan and submit relevant documents on-line.

c)         Attach relevant documents namely; “O” and “A” Level Certificates, Bachelor’s and Post Graduate (where applicable), Degree Transcripts and Certificates as well as Employment letters for posts where working experience is required.

d)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

e)         Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

ii)             Click on “register as a new user” to create your account and complete your profile starting with the Bio data moving downwards

iii)           If you already have an account, simply click on your right and update your profile

iv)           Click a Job from the list of advertised jobs in the menu.

v)             View the Job Details and Click “Apply now”

vi)           Review your application and SUBMIT.

3.   Please Note: -

 

a)   Only applications submitted on-line shall be considered.

b)   Only shortlisted candidates shall be contacted. 

c)    Shortlisted candidates shall be required to bring along with them their original certificates of “O” and “A” level, Degree and Post Graduate (where applicable) transcripts and Certificates as well as letters of employment for positions where working experience is required plus National Identity Cards during the Oral Interviews.

d)  Short listed Officers serving in the Public Service should ensure that their Staff Performance Appraisal reports / Forms for the last three (3) Financial Years are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honors Bachelor’s Degree in Social Sciences; or Social Work and Social Administration (SWASA); or Public Policy; or Law; or Economics; or Quantitative Economics; or Statistics; or Development Studies from a recognized University /Institution plus a minimum of a Post Graduate Diploma in any of the above fields from a recognized University/Institution. A Masters Degree in any of the above-mentioned fields will be an added advantage.
Working Experience
Applicants should have a minimum of six (6) years of relevant working experience, three (3) of which should have been served at the level of Senior Research Officer in Policy and Planning related department; or Research and Development in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner-Research and Innovations for performing the following duties:-

-       Preparing reports with situational analyses and recommendations that inform interventions of research projects such as methodologies and tools to be used when working with teachers, learners, parents and infrastructural support for schools;

-       Developing research frameworks for coordinating and harmonizing policies originating from Line Ministries /Departments to ensure conformity with national policy framework;

-       Coordinating data collection, collating and analysis to inform curriculum development, assessment and placement policy reforms and practices;

-       Designing and developing research observation tools, including scientific and cultural validations for teachers, learners and other stakeholders in education;

-       Identifying and supervising potential areas of cross-sectional and longitudinal research;

-       Providing technical guidance on how elements and items of teacher observation tools can be included in policy recommendations to the Ministry of education for its national teacher performance management system;

-       Undertaking thorough and comprehensive literature reviews and adopting best practices in conducting education related research;

-       Developing knowledge and skills relating to the latest education techniques and applications relevant to different education disciplines of interest and deliver training in research techniques and methods to colleagues, students and learning institutions;

-       Planning and coordinating the initiation and staffing of newly identified research projects;

-       Developing standard operating procedures and protocol to conduct specific research projects;

-       Planning and maintaining data collection and analysis systems in support of research protocols;

-       Ensuring the smooth and efficient operation of research and data collection activities;

-       Acting as the primary contact for internal and external education research organizations;

-       Coordinating the technical and support staff engaged in carrying out research projects;

-       Supervising and coordinating the provision of support services for researchers;

-       Monitoring the progress of research projects and making management reports on them;

-       Maintaining a record of research activities and preparing periodic reports as required;

-       Any other duties as assigned from time to time.
