ADDENDUM TO PSC EXTERNAL ADVERT NO. 1 OF 2023

 

The Secretary, Public Service Commission would like to inform the General Public that:

 

1. New Posts from the Ministries of Energy and Mineral Development and Ministry of Public Service have been added as Addendum to PSC External Advert No. 1 of 2023 that appeared in the New Vision Newspaper of Monday 30th January 2023 with a closing date of 20th February, 2023.

 

2. For the position of Senior Surveyor, Scale U3 which was advertised under the Ministry of Energy and Mineral Development; a Post Graduate qualification in Surveying; or Geo-Information Science from a recognized Institution is an added advantage and not a mandatory requirement as previously indicated in the Advert.

 

3. The positions of Occupational Health Nurse, Scale U5 and Counselor, Scale U5 that were advertised under the Ministry of Gender, Labour and Social Development have been withdrawn from the Advert, and any inconveniences caused are regretted

 

4. The closing date for the initial advert and this addendum will be Tuesday 28th   February, 2023.

 

Applicants are free to apply for a maximum of two positions only i.e. (one from the initial advert released in the New Vision Newspaper of Monday 30th January, 2023 and another one from this Addendum).

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Quantitative Economics; or Economics; or Statistics’ or Mathematics; or Policy Analysis; or Commerce; or Business Administration; or Social Sciences from a recognized University /Institution. Possession of a Post Graduate training and Qualification in Monitoring and Evaluation; or Economics; or Policy and Planning; or Project Planning and Management; or a related field from a recognized University /Institution will be an added advantage.
Working Experience
Applicants should have three (03) years relevant working experience in Planning Processes or Policy Analysis; or Monitoring and Evaluation; or Performance Management in public sector programmes; or projects which should have been served at the level of Monitoring and Evaluation Officer in Government or equivalent level of experience from a reputable organization.
Duties
The incumbent will be responsible to the Principal Monitoring and Evaluation Officer for performing the following duties:-

-       Undertaking policy analysis, monitoring and evaluating the effectiveness of policy and legislative implementation;

-       Developing monitoring and evaluation indicators and framework for monitoring compliance;

-       Monitoring and evaluation of plans, programmes and projects to ensure that the Ministry’s concerns are addressed and are in accordance with the national development plan and the Ministry’s strategic plan;

-       Compiling and submitting periodic reports and providing information on the Ministry’s performance;

-       Participating in the preparation of quarterly reports, annual reports and any other reports for the Ministry;

-       Participating in the strategic planning process, and providing technical guidance during planning, budgeting and guiding in identification of realistic annual and quarterly targets, goals and indicators;

-       Managing the resource mobilization function through proposals development and continuously seeking innovative means of attracting resources;

-       Providing technical support in data compilation, cleaning and sorting, surveys, data clarity and timely submission;

-       Developing data collection tools suitable to collect relevant information and data that is useful across all departments;

-       In conjunction with relevant departments, developing in-house evaluation tools, data collection tools and undertaking analysis of data derived from such tools with the view of assessing performance;

-       Participating in evaluation process including midterm and final reviews of long term and short-term plans;

-       Conducting periodic field visits in conjunction with relevant department heads to assess progress and preparing reports on the Ministry’s performance;

-       Any other duties as may be assigned from time to time.
