Job Details (MANAGER DEVELOPMENT PERMISSION & CONTROL)

Applications are invited from suitably qualified Public Officers serving in Kampala Capital City Authority (KCCA STAFF) ONLY, duly appointed and confirmed to fill additional vacant posts.  Applications should be filled ON-LINE and submitted not later than Friday 5th April, 2024.  The link to the e- recruitment system can be accessed and viewed at https://vacancies.psc.go.ug/ors

 

Mandatory Instructions to Applicants: -

 

a)         Apply ON-LINE.

b)         Scan and submit relevant documents (‘O’ and A’ Level Result Slips and Certificates, Bachelor’s Degree and Post Graduate Transcripts and Certificates, Professional Documents, copies of letters of appointment, confirmation and promotion) on-line.

c)         Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

d)         Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

e)         Where the designated recommending Officer/Responsible Officer is reluctant or declines to provide a recommendation, the applicant should clearly indicate the reason(s) on the extract of PSC Form 3 (2008) and submit it online without the recommendation

f)          Falsification of documents will lead to automatic disqualification.

Minimum Qualification
- Applicants should be Ugandans holding an Honors Bachelor’s degree in Physical Planning, or Land Use Planning, Regional and Urban Planning or Urban Planning and Design or Spatial Planning from a recognized institution. - A master’s degree in any of the above fields from a recognized university or institution of higher learning. - Applicants must be registered with Uganda Engineers’ Registration Board (UERB).
Working Experience
Applicants should have a minimum 7 years’ working experience in Architectural Services of which three (3) of which must have been gained at Senior or Supervisory Principal or Middle Management level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the for performing the following duties:-

-      Liaising with all stakeholders to identify design needs of the Authority and produce design specifications that meet client needs of the Authority.

-      Planning and Designing the city physical infrastructure including re-zoning, land sub division of the city and

-      Preparing guidelines and coordinating the implementation of the Master plans for the City.

-      Managing the performance and development of staff in the Directorate.

-      Managing and coordinating the activities and programs of the Authority’s development partners.

-      Providing technical and professional advice on the requirement of public and infrastructure facilities and the preparation of physical development plans.

-      Developing strategies and implement city zoning and utilization plans.

-      Monitoring adherence of construction standards in the city.

-      Preparing terms of reference for development plans, monitors the preparation of city settlements development plans and detailed layout plans.

 

-      Development strategies to ensure that the implementation of the legal provisions and policy instructions relating to development control conform to the approved plans.
