The Secretary, Public Service Commission would like to inform all eligible Serving Officers in Government Ministries, Departments and Local Governments that some corrections have been effected in the above Advert. Some positions have been withdrawn and new positions have been added to the Advert as indicated below.

 

Applicants who have been affected by corrections effected in the Advert are encouraged to apply for other positions for which they meet the qualifications. The deadline for submission of applications under addendum (PSC Internal Advert No.2 of 2024) has been therefore, extended to 31st May 2024. d) Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Civil Engineering; or any other water related fields and a Masters Degree in Water Engineering or any other water related field from a recognized University/ Institution. Engineers must be registered with the Uganda Engineers’ Registration Board
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Senior Water Officer level in Government
Duties
The incumbent will be responsible to the Commissioner, Forestry Sector Support Services for performing the following duties:-

- Participating in formulation and review of water resources policies, laws, regulation and standards related to national and trans-boundary water resources use and protection;

- Coordinating and planning for water use, including development of scenarios for various water resources developments at National and Basin/Zonal levels;

- Responsible for development, review and implementation of national water resources use and allocation plans;

- Responsible for development, review and implementation of strategies and plans for regulation of dams and reservoirs for optimum water resources use;

- Responsible for development and implementation of strategies for maintenance of water reservoirs and lakes;

- Responsible for development and implementation of dam safety and management strategies, in collaboration with relevant stakeholders;

- Responsible for administration and issuance of national water use and services permits;  

- Responsible for maintaining hard copies and electronic filing system for water permits; 

- Responsible for maintaining and operating a database for water permits on issues related to permit applicants, permits issuance, and payment of permit application fees;

- Providing technical advice, support, supervision and training of stakeholders engaged in use and management of water resources;

- Responsible for overall management, planning, budgeting, administration and networking for the division;

- Any other duties that may assigned from time to time.
