The Secretary, Public Service Commission would like to inform all eligible Serving Officers in Government Ministries, Departments and Local Governments that some corrections have been effected in the above Advert. Some positions have been withdrawn and new positions have been added to the Advert as indicated below.

 

Applicants who have been affected by corrections effected in the Advert are encouraged to apply for other positions for which they meet the qualifications. The deadline for submission of applications under addendum (PSC Internal Advert No.2 of 2024) has been therefore, extended to 31st May 2024. d) Print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Civil Engineering; or Urban Planning; or Urban and Regional Planning; or Land Use Planning; or Physical Planning; or Spatial Planning. Engineers should be registered with the Engineers’ Registration Board
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal Officer level in the field of Civil Engineering and Infrastructure Development in Government
Duties
The incumbent will be responsible to the Commissioner, Infrastructure Development for performing the following duties:-

- Providing technical and administrative leadership in review and development of policies, legislation, standards, regulations and guidelines for effective delivery of urban infrastructure services by the division;

- Supervising technical teams implementing urban infrastructure programmes, projects and activities in the Ministry and Local Governments;

- Coordinating provision of technical support, support supervision, guidance and training to Urban Local Governments, stakeholders and the general public on urban infrastructure development in the Country;

- Planning, budgeting and accounting for resources and performance of the Division;

- Monitoring and evaluating adherence to urban infrastructure policies, standards and guidelines by Local Governments and other stakeholders and reporting to the Commissioner;

- Undertaking analytical research so as to investigate key urban infrastructure challenges and reporting to the Commissioner in order to inform policy development and review;

- Supervising, mentoring and appraising the performance of junior staff of the Urban Development Department;

- Any other duties as assigned from time to time.
