     NOTE:

    

     In line with Statutory Instrument No. 29 of 2021 on mainstreaming the Rural Electrification Agency (REA) Staff, the Common Cadre positions under Accounts Unit and Internal Audit have been reflected under the Ministry of Energy and Mineral Development. At the time of issuing Instruments of Appointment, such Staff shall be reflected under the respective Common Cadre Parent Ministries in line with the existing Policies and Procedures.

 

1.  Mandatory Instructions to Applicants: -

c)           Attach relevant documents namely; “O” and “A” Level Certificates, Bachelor’s Degree and Post Graduate Transcripts and Certificates as well as Employment letters for posts where working experience is required.

d)           Each attachment must not exceed a limit of 1MB and only portable documents format (PDF) is allowed.

e)           Officers serving in the Public Service are required to print an Extract of PS Form 3 (2008) and obtain recommendation from the Responsible Officers.  Scan the recommendation together with the rest of the documents and submit online.

d)          Short listed Officers serving in the Public Service should ensure that their Staff Performance Appraisal reports / Forms for the last three (3) Financial Years are submitted to the Commission before the date of Oral Interviews.

Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Land Management; or Land Economics; or Survey; or Physical Planning plus a Masters Degree in any of the above fields from a recognized University /Institution.
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Senior Land Officer in Government or equivalent level of relevant experience from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner, Health, Safety and Environment for performing the following duties:-

-       Overseeing the acquisition of right of way for successful implementation of the Ministry’s investment projects;

-       Negotiating and acquiring wayleaves (right of way) for the Ministry’s investment projects;

-       Liaising with the Chief Government Valuer so as to carry out assessment and valuation of affected property;

-       Investigating claims and arbitrating land issues;

-       Sensitizing the communities on the need for right of way;

-       Coordinating stakeholder engagement and negotiation for land acquisition;

-       Promoting  awareness on the right of way and capacity building within the Ministry and among other relevant stakeholders;

-       Reviewing all the documentation and reporting matters pertaining to right of way for all the Ministry’s investment projects;

-       Obtaining consent for the use of land for the Ministry Investment Projects;

-       Maintaining database on the land acquired for the Ministry’s activities;

-       Carrying out Inspection and monitoring of land identified for acquisition for the project prospected areas/sites;

-       Providing technical advice and guidance on matters related to land acquisition;

-       Supervising and appraising the Land Officers within the Unit;

-       Any other duties as may be assigned from time to time.
